I know it works with 256GB for sure, as that's the size of microSD in my psvsd.
I wouldn't be surprised if it supports 1TB or 2TB external HDDs though.
Just be warned that 1TB and 2TB drives definitely need more power than just what the USB port on PSTV supplies. If it's a slim HDD, you'll need to achieve that using a Y-cable such as this one (USB 3.0):

There were issues with USB ports not providing enough volts/amps to run some drives. A "Y" cable was sold to utilize two USB ports to gain more power to the device.
This could be another option to try. It would plug into two separate USB ports (for additional power to the drive).

And personally, I don't think you should be so eager to change voltage settings. You could do harm to your motherboard.
you can get something like a USB 3.0 A to Micro B splitter or Y cable where there's two USB A one for power and one for data. assuming you're using a multi port adapter that has two USB A ports or you plug in the power usb to an ac adapter

As you can see, it connects my Hard Drive to the Wii U using both USB connectors. If you have a HD with usb 3.0 (which you can find easily in Walmart) then your games will be running excellent!
You may need a Y splitter like this: https://www.amazon.com/UGREEN-Splitter-Adapter-Charging-SmartPhones/dp/B00P0C4M5M to supply enough power to the USB. I know my Wii U needs one to power my portable HDD. There may not be a OTG cable out there that can power your hard drive.

Yes it will be fine, worst case you will need to buy a y cable which is only a few bucks
