Well I rock a 5.11 Sierra Bravo belt with radio holster, a blackhawk legacy tactical flashlight (strobe setting) with holster for checking pupils and what not, the leatherman RAPTOR trauma shears, this little marine corp pocket knife, plus some Rite in the Rain gear for those rainy days, Oakley shades, and blackhawk gloves. Sometimes I carry around some reference pocket books but lately I feel like I'm not gaining anything from them so I've stopped bringing those.
If you're OK with doing two layers instead of a parka, I think that you can do better for cheaper. Any thick down midlayer with a heavy shell will take you to the really cold temps and give you great flexibility. I have a Spyder Bernese with an Arc'teryx Beta AR shell and it holds up great around -40F. I like that I can mix and match the parts. E.g. the Bernese is great at -10F by itself. The Beta AR shell works great as a rain jacket in the summer. The shell + a cotton hoodie is great down to 20F. I take advantage of these differences in thermal capacity when shoveling snow, scraping my car, or doing other types of high effort activities in very cold weather.
Down at -40F, you'll want some substantial hand cover too. I like wearing heavy wool gloves inside of military issue mitten shells. That is a great, flexible solution that you can mix up depending on your needs.
