My husband uses something like this bike seat .
My daughter is about to be two and used it all of last summer, and has a few times this spring. She will ask for “bike rides” and loves going on them.
We got ours has a hand me down and sometimes I will see them on buy sell trade sites as well.

For those curious:
When she was two she started riding with me on a bike seat and using a balance bike that converts to pedals.
Around 3.5 years old she started to pedal with training wheels (never doing that again with my younger boys)
When she was 4 I bought her a used 20" coaster brake cannondale knowing one day she'd use it.
5 is when I was able to take the training wheels off that 20" and taking her to the easy stuff on the trails.
Last weekend we picked up this brand new 20" Specialized RipRock

I'm using the Thule Yepp Maxi along with their rear rack. It's worked out well for the last couple of years I've been using it.

I got this because a lot of components are adjustable, plus you can take it off if you want to ride alone. It also holds up to 40 lbs or so.
I do not believe the Haibike Hardline has facilities for mounting a rear rack. It's tough to tell from the pictures on their websites, so I don't know for sure.
To do a proper rack requires braze-ons.. hard points.. that the rack can bolt to on the bicycle. I don't see those in the pictures on their website.
They do make child seats that don't require a pre-existing rack... like this one:

If you watch the video you can see that it bolts to the seat tube. That _should_ work, but that seat tube on the Haibike is kinda funky. It's worth buying to see if it fits and returns it if it doesn't, but I think that the best bet is to pick out a bike that has the necessary bolt holes for a rack or buy a bike with a rack from the factory.

I used this with my kids and they seemed to enjoy it for the time being then transitioned to the trailer, similar to your link. Stay away from Walmart / store brand bikes.
We got a WeeRide seat for ours, and he was happy in it from about 9 months. We didn't want to put him on a bike before that because we read the vibrations aren't good for the spine.

We didn't want a trailer because I would be terrified of a car not noticing it behind the bike (flag notwithstanding) and crushing the baby. We've used them off-road on holidays though, and they are great if you're not in traffic.
As for helmets, we got the smallest kid helmet and it adjusted small enough to fit him. They soon grow, so I wouldn't worry if it's a bit loose to start with - it'll only be for a short while.
