You can get boxes of all-occasion cards. Maybe not Hallmark, but they should do the trick. You might have to browse around a bit to find some with Halloween, Fourth of July etc.
I usually go with those pop up flower cards you can get online that have no messages. They're not expensive and they don't have writing on them so no false sentiments. Plus they're less than normal cards at the store usually, and cheaper than real flowers certainly. Example

Sometimes antique/thrift stores will have postcards that are inexpensive, it may take some digging to find blank ones though. I'm just starting to practice making some. You can send photos - have cool images printed up for relatively cheap at a place like Walgreens. They are a little flimsier than a regular postcard, you can glue it to cardstock if you want. I have not used them yet, but Amazon has these blank cards . GL and have fun

Ah. If you're designing on standard paper, like 8 1/2 x 11 and cutting it afterwards, then yeah.
You'd find it easier to just get actual blank postcards though. Like these.
