Everyone in my densely pot-ulated area agrees that rolling up a piece of paper/cardboard does not constitute as a "filter," due to the fact that it doesn't really filter anything at all.

edit: Yes, spliffs are tobacco mixed with pot, I wasn't trying to imply it was the same as a crutch, just noting we smoke them. I assume every country does haha
edit2: My buddies and I bought a box these along with this so we can smoke pretty much anywhere in public as long as no one catches the smell. Saved us on multiple occasions and works VERY quickly when used properly. It's worth the money if you're into that kind of thing. The cotton filters don't really do anything except for make the smoke a little less harsh, and definitely still get you high.
You can buy them handy enough. Basically lick the skin, put it in, put in the tobacco, twist and it's done.

smartest 30 dollar investment you will ever spend for smoking now days. tubes are 3 bucks for 200 and a tin AmSp Blue runs me 26 (to buy a pack around here is around 7.50-8.00) and lasts a week and a couple days.

Machines that produce only one cigarette at a time are not considered "automatic".
As soon as you attach some means of having the machine (rather than a person) attach a second, third, fourth, or Nth tube... then it is considered "automatic" (even if it is not powered by a motor) and is determined to be "manufacturing".
So, AFAIK, these things and these things are even these "electric" ones are all considered "A-OK" because they can only "fill" one tube at a time, and a human has to "insert/attach" a new tube for each cigarette made.
It's really NOT that big of a deal -- once you get used to the process, you can easily make a day's worth of cigs (say a single pack worth or 20 cigs) in about two to three minutes -- probably about the same amount of time most people spend everyday prepping a pot of coffee from their home coffee maker (and certainly less total time than people spend if the coffee maker isn't setup on a time, and you include waiting/brewing time).
