Also, It might be the style in which you paint. I found a great instructional book by artist Claudia Nice, I learned a lot from her book Painting with Watercolor, pen & ink. Take a look at one of the pages here she shows how with just 3 layers you can really show form and depth.

I'm guessing you probably wouldn't be writing long-form letters to people with thick gold ink on black card (that stuff is difficult to get used to as a beginner). If you're using something like walnut ink on a lighter paper then you are correct in that it settles into the paper once dry. I've actually never worked with any kind of inks that remain raised (even this gold ink more or less absorbs into the kind of card I use), though I'm sure there are techniques out there (adding something to the ink or mix-matching an ink and a more non-absorbive paper stock etc.)
