I use a regulator for a propane tank. It only lets out .5 a psi no matter the input. I just threaded some barbs in it and put it in line. I use an ssbrewtech bucket with the transfer accessory as well, so it blows off anything above 2.5psi. This setup as worked like a champ for years.
Edit: here is what I use

I use this and it makes life easier.
I never did like trying to flow nitrogen through gauges.
There's likely a pressure issue somewhere inline between the propane tank and burner. I recommend disassembling the hose from the burner (usually a brass nut) and blowing out (canned air or compressed air) both the burner and the hose to the propane tank. Worst case, buy a replacement propane hose here: http://www.amazon.com/King-Kooker-34502-Adjustable-Connection/dp/B0073NOENQ/ref=pd_sim_sbs_lg_5?ie=UTF8&refRID=1K6X8ZT933DVSDX73JM7
Also, apparently you should always shut the regulator first, then the tank, then disconnect.
