These are a few of what I think of as my guy friendly foods. It keeps hubby from snacking on the really bad stuff. I would recommend going to the store and just filling up a box on your own instead of ordering them online since it's so expensive to order that way. You can find some version of these in almost any sizable grocery store and it will cost you far less to make a care package yourself. I just looked them up online in case you have to go that route, plus you'll know what the packaging looks like.
On a side note if you need help with recipes or ideas just let me know. I think it's really wonderful that you are trying to help him. I hope you won't be too disappointed if he doesn't respond the way you would like. Being a hoarder sort of goes hand in hand with mental issues and a resistance to any kind of change no matter how small or important. I hope that he embraces some change and appreciates your effort.
Edit: Online prices for these items are very pricey, that's why I suggested looking for them in the store. In our store the family size bags of Utz no salt potato chips run about $3 and there are always generic store versions. I included the online link so OP could see what they look like and perhaps find it cheaper.

I love figuring out what to eat. That's been my favorite part, aside from the numbers dropping on the scale. It actually made me quite sad to read about your food days. Really, you just gotta get creative.
First of all...bacon. So freakin' easy. Microwave on paper towels. Done. A few strips and a couple cheese sticks, and there's a breakfast in a hurry. And you can add bacon as a side to anything.
Steak has been my go to. The first day I bought a sirloin for myself and a t-bone for my boyfriend. You can find them for anywhere from 4-20 bucks, so you have to keep your eye out. It is incredibly easy to cook; just some salt, pepper, and minced garlic (you can buy a jar of this for a dollar), put it in a pan on medium high for about two minutes on each side, and bam, beautiful.
For sides, some sauteed squash, zucchini, broccoli, cauliflower, spinach, asparagus...anything. There are endless possibilities. Cook it with cream or butter, add spices, add cheese, bake it for awhile, whatever you want.
Then I always eat a spinach salad. I chop some spinach, dice some kalamata olives, throw on some feta, sliced mushrooms, avocado pieces, and dressing.
I always make a large meal so that I can eat the leftovers the next day. If there are enough sides, I'll leave plenty of meat for tomorrow.
This is how I eat at work.
Frozen veggies are extremely cheap. I usually take a bag of frozen cauliflower or broccoli with me to work, microwave in a tupperware dish, toss in some pesto, and eat. I also microwave 4 pieces of bacon on paper towels, and then have a chunk of cheese. Sometimes, I'll take a tupperware dish of spinach leaves and crumbled feta, and then pour some dressing on when I am ready to eat.
I'm very, very lazy. A good meal that you can have leftovers for:
Pasta of some kind
Beefless crumbles or meatless meatballs
Sauce

Which makes no sense considering crushed tomatoes are more expensive than tomato sauce and there is no need to purchase spices, garlic, onions, basil, etc. There is nothing frugal about making your own tomato sauce.

I know you said you don't like substitutes, but you mentioned missing pasta. These egg noodles are the best I've had (you can find them at Ralphs market for half the cost of Amazon). I've fed them to people who never guessed they are gluten free. Most popular pasta sauces are gluten free and say so on the label. I love the egg noodles with some alfredo sauce.
