My whole family loves blankets -- we sit in/under blankets all year round on our couch. As a college student he probably doesn't have tons of blankets, and he could keep it on his bed or on his couch or even in his closet if he didn't want to display it.

Tinder is important in you are planing to start a fire. Lighter fluid is great but it burns quick. Fat wood and wet fire will better round out your fire starting in bad weather.
For emergency survival you would want a shelter system, water filtration, and additional water storage. A canister stove would greatly increase your moral in the cold. I keep a 5 liter collapsible jug in the trunk and when the weather gets bad I fill it up. This is in addition to my water bottle I keep full. Your mileage may very with these items depending on your commute/driving habits and expectations. Regardless a [grabber style blanket](https://www.amazon.com/dp/B002CQUA3W/ref=cm_sw_r_cp_api_pMuPBbJ19QX47 would double) is a great outer cover in bad weather. (They do not make great shelters due to the size and notoriously fragile eye holes)
Tools: I’m a little jaded here but I get a lot of use out of my tools. I work in an office with a bunch of communication majors and they don’t know how to fix much. So I keep a full set of sockets and wrenches, vice grips, clamps, 15 inch hand saw (which I sometimes carry backpacking), needle nose, channel locks, assorted fasteners, sand paper, wire strippers, etc.
