MK4 platform is very easy to work on and you will learn a lot. As far as specialized tools, a set of triple square (XZN) sockets is about it: link. They also use some hex and torx bits, but those aren't exactly specialty tools. If the car hasn't been maintained, expect to put about $1-2k into the suspension, and maybe another $1k into engine to bring it up to snuff. VCDS is nice to have, for $200 you get a dealer level scan tool.

Common sizing in their primary market. I can’t think of having to ever use a 9 or 11 on an E46. Definitely 10, 12, 14, and 15.

I found two different socket sets by Neiko. One for XZN sockets and one for Torx sockets. Would you consider these good quality? They aren't terribly pricey and have gotten very good reviews it seems.
