The way I did it without having to build a stud frame was with sign mount standoffs . This only works if your pegboard is rigid, meaning it's at least 1/4" thick pressed wood or a solid material. Just mount the standoffs into studs, drill holes in the pegboard for the standoff caps and screw them down. With standoffs, the only damage to your walls is a few holes and you have the spacing to insert/remove pegboard hooks. 19x40mm standoffs worked for me.

What size poster? I'd try to find a premade sign holder (here's some at 11x17 https://www.amazon.com/MaxGear-Acrylic-Plastic-Vertical-Restaurant/dp/B07H3QDCPK/ref=sr_1_5?keywords=wall+mount+acrylic+sign+holder+11x17&qid=1565916843&s=gateway&sr=8-5 ), attach some molding to make it look like a frame, and voila.

Your best bet for something like that is probably to get some HUB75 RGB matrix panels like this one from Adafruit. The linked panel has 6mm center-to-center LED spacing; If you need exactly 10mm you can get p10 panels from some sellers on amazon or ebay. If you need a bunch of these, you can also order them from Alibaba or aliexpress.

To drive panels like these - and you may already know this - you'll need an arduino (for up to around 32x64 leds) or a Raspberry Pi (Up to 128x128 or more.) You can get pretty cheap hardware to hook the pi up to the HUB75 connector from Adafruit, and there's a good library for running them from the Pi that has python bindings here.
