This is the stuff I use the most for the kind of bonding your talking about. If you treat the surface properly it can do some amazing things. It can also bond aluminum, steel and stainless steel to carbon fiber.

Etch up the mounting surfaces with sand paper (deep scratches with coarse), clean thoroughly with acetone and lint-free cloth, and then glue it.
Not sure what the best glue to use, but probably something like this:

That stuff is structural adhesive. Never used it myself, but it's going to be used in things like aerospace and automobiles to hold panels together. If you do it right they'd need a crowbar to get it separated.
You could probably find a spot scratch repair kit at your local auto parts store, or something like this on Amazon. Not sure what material those wheels are made out of so you may need to find a different type if they aren't aluminum.
PC-7 and PC-11 are amazing epoxies. I always keep some handy in case I need something to stuck to something else. Forever.

I repaired my socialized frame with the dp series. Fastenal sells the dp4XX series and I just Halloween to have a store locally. But it cones in a tube that is really difficult to squeeze unless you have the tool. And it makes really difficult to get the ratio correct. Is there a particular reason you need to pbuy it locally?
See this link for the what the tubes look like. One side is larger than the other to get the ratio correct as you squeeze with a single plunger. I just squeezed it onto cardboard and mixed with a popsicle stick.

Sand it, cut cloth to shape, resin on the board, place cloth, small amount of resin on top, let set overnight, sand, paint.

Edit- just make sure you use epoxy resin and not polyester resin (if you take this route)
