Go to Michaels or Hobby Lobby and get an album (3 ring types are my preference but the post-bound kind are more common.)

For paper, Michaels sells pads of themed paper, often for cheap. Any kind of card stock will work. You can also look for loose sheets at HL, Michaels, or even Walmart or JoAnns.

Something she’ll likely need is a good pair of scissors (ie Fiskars) and a paper slicer.

Lots of craft shops sell cutesy stickers and embellishments. I find the alphabet stickers to be pretty useful for putting titles on certain pages.

The only other thing she will absolutely need is a way to attach photos to the paper. There are several ways to do this. Whatever you choose, just make sure it’s photo-safe so you don’t wind up damaging your prints. This is what I use.

If you are in the states, you should be able to find them at any scrapbooking store. In Michaels or JoAnns they would be by the scrapbooking adhesives.

The corners are very secure. I mounted them on cardstock, then slipped them into a typical 12 x 12 scrapbooking sleeve type album. I did this ... in like 2005 or 2006 and the pictures haven't moved at all. And they are clear, so honestly they blend into the background. The pictures really do take center stage.

Laughing at myself for a bit right now, I should have taken pictures of what I did!!

When I make something and want the stuff in the scrapbook to be unharmed and removable I either use something like this or this. I really like the glue dots, but be careful because there are permanent ones. As for saving money, my best advice is when you go to Joann or Michael's never go without a coupon. They ALWAYS have coupons, usually 50% off a single item. They also frequently have scrapbook paper sales. Try buying expensive stuff one at a time so you can get 50% off everything. Also Joann usually lets you stack coupons.

Ideally, something like this is fantastic. It has a rotary blade which cuts more like scissors than slicing the paper. It's smoother and straighter, and you can buy other blades to use with the same system that can cut different edges, like a wave.

A cheaper version is something like this. I own this tool, but plan to upgrade to a rotary style soon. This tool may not always cut exactly straight, but I personally think it is better than the chopping style.

Also, with sliding/rotary type tools, you're less likely to lose any bits of your fingers than you would be with a chopping style cutter.
