I'm not the right guy for that question since I got mine free and in IMMENSE disrepair and right now I'm doing the timing, bearings, water pump, oil pump and their housings, plus the seals, oil pan gaskets, radiator, transmission filter, valve cover seal, distributor o-ring, etc. basically replacing all the old seals that are either dry rotten from age or just straight up done wrong(this is not counting the steering/suspension that is all screwed and my stripped interior). I haven't even had mine on the freeway but when I got it it started and moves so the core was good and they are known to be reliable engines so I'm going at these repairs.

I can tell you all cars have seals, rubber, plastics that break over time. The older a car you look at getting it's just one of those things you have to expect, it's a trade off and it's a reason I think 5k is asking a lot since you'll just be stuck with those repairs at some point. if you're handy though and have alternatives while you wait for parts and doing the job like me I'd say start on the timing belt. aisin has a kit on amazon with water pump, new idle pulley ,tension pulley, belt and crankshaft seal for about $100. I bought an oil pump seal set for $12 since I'll be in there anyways, and $7 for a camshaft seal. that takes car of the seals up front for at least 60k miles.

oh and huge pain in my ass has been getting a timing belt cover. this car didn't have one and you have to have it to time the engine right cause toyota put the timing marks on the plastic cover. technically people say their is one on the block but it's super tiny and difficult to see. cover was a must.

edit: this is the kit I bought for timeing. I have the 5sfe engine(2.2l) https://www.amazon.com/Aisin-TKT-002-Engine-Timing-Water/dp/B008EEYVDQ/ref=sr_1_4?keywords=timing+belt&pd_rd_r=2ad16e7a-f817-4415-a07f-11e9f3ce1038&pd_rd_w=nUSA5&pd_rd_wg=SAeUp&pf_rd_p=db468e0a-f345-403c-baba-a1a898d543d1&pf_rd_r=3CNAX1NS1D688F6T6Q38&qid=1572279675&s=automotive&sr=1-4&vehicle=1994-76-1012-39--17--5-4853-1810-1-1-1904--&vehicleName=1994+Toyota+Celica
