Yes if you update the BIOS. If you have access to a Microcenter they will do it for you, they did it for my friend for free.

If you don't want to, reportedly if you get a B450 Steel Legend sold and shipped by Amazon it comes pre-updated.

I was looking at these B450 boards from ASrock. If you're not overclocking heavily it should be fine. They're pretty much the same board with minor variations.

Apparently new stock through Amazon has a sticker "Ready for Ryzen 3000" or something that indicates it is pre-flashed to support Zen 2. The boards below also support ECC, which could make them a cheap candidate for a small server build with an HBA for ZFS

The things I'd look for in a board are:

Intel LAN

Realtek ALC 1220 audio chip

M.2 NVMe as well as SATA capability in the same slot, some are one or the other only.

Those are generally higher priced "premium" hardware, for example the flagship MSI Gaming Pro Carbon is likely the only model you might find Intel LAN on. I personally find those items worth it though :)

Been looking at the micro atx version of this asrock board for the past few months now while I wait for a better job to come along. The specific reason? There’s no damn screws on the IO 😁. It’s honestly the best board with that io for the price I’ve found. I suggest going ryzen for your streaming needs as most people I’ve seen tend to get a lot better performance per dollar than intel.

It is available, I've bought one from a seller who doesn't have an online site but deals through Facebook and apparently it comes with ryzen 3000 support out of the box (has a sticker on it too)

Also there is an atx version on Amazon now

Ryzen 5 3600 + Asrock b450 steel legend is a good combo. It also has a micro atx version if you’d like smaller form factor.
You can save a bit extra by going with asrock b450m pro4 although there is a chance that it won’t be compatible with 3rd gen ryzen out of the box (look for the sticker). In that case you can email amd and they’ll lend you an upgrade kit for free.
If you can spare an extra $10-20 MSI b450 tomahawk max is a very good board and well worth it IMO. No smaller form factor tho.
