Only six complete season sets have been released, but the BBC is currently in the process of releasing a new Blu-ray season box set every few months. Here are the complete seasons that have been released so far:

Season 18 (Blu-ray)

Season 19 (Blu-ray)

Season 23 (DVD; out of print in US)

You'll do well with two options off the top of my head:

The Key to Time with Tom Baker, that set spans an entire series.

And The Trial of a Timelord with Colin Baker. I recommend the former ;)

Yeah, when I saw this pic of all the region 2 releases, not even including the ones that have been released since it was taken, I pretty much gave up on owning them all. It'd be awesome if they eventually released sets by Doctor, or at least by season. Right now I think the only complete season condensed box is this The Key of Time release.

and It's a pretty awesome statue, the Certificate of Authenticity said it was made from the model used in the actual movie too.
