Based on my experience and trying a bunch, best headphones I've tried (and bought) around $100-$150 (they all sound way better than beats phones):
I got these awesome Etymotic IEMs, and they are the best passive noise cancellation I've ever had with IEMs. I didn't really want something big and bulky like headphones, but these things really do the trick on the plane. Much cheaper too.
THESE are what you want. Use the foamy style inserts. That or get them custom molded to your ears. It's what I use.
I have these Etymotic HF5s and I'm quite happy with them.

They have to use the earbuds as that's the only thing that will fit under those sound proof/canceling ear muffs.

In-ear headphones are extremely good at this, they're basically earplugs that can play sound. I like the etymotic HF-5, but you should consider buying a pair of their earplugs and making sure that they're comfortable for you (some people have small or easily irritable ear canals).
The one downside that I've had with them is that most of them are inconspicuous, so people tend to start talking to you and not realize that you can't actually hear them for several seconds.
I have been using a pair of Etymotic HFs for four years. I do not have the current 5gen, but a previous generation.
I bought these to replace a pair of Bose in-ears that I was not happy with. The sound quality is superb. Great bass response and clean crisp vocals. The buds come with a nice case and cleaner. A wide range of foam and rubber tips help ensure a good fit and noise isolation (another great feature for planes and work).

These are used in many studios and radio stations, wouldn't go wrong with these.
I've got these as my IEM's. They're incredible. It drowns out 100% of airplane, car, and hallway noise at my college. I'd recommend them for sure!
I have a pair of the 280 pros, and I like them for what they are. However, if you really want to block out the external sound, not much can compete with a pair of IEMs, like these Etymotics. They are under $100 and I can use them to mow the lawn with my riding mower. I believe I read somewhere that they attenuate about 40 dB of external noise. And they sound pretty damn good.
I use the Etymotic HF5 most of the time when riding, but I don't always listen to music while wearing them, sometimes I use them as just an earplug with no sound at all.
They're probably the most durable earbuds I've ever owned (now watch them crap out in two weeks having said this). I've owned them for over four years and have abused them not only on the bike, but I fall asleep with them in my ears quite often, and despite tossing and turning all over them throughout the night they still haven't quit on me.
I would prefer my Ety ER-6i's over them, but they died due to cable connection issues and I replaced them with the HF5's. Sound quality is greater on the ER-6i's, and I still have them laying around waiting to be re-cabled one day as a DIY project, but the HF5's have been pretty great as a replacement.
I would recommend a good pair of in-ear headphones. The Etymotic MC5 and HF5 can be found for under $100. Both offer good isolation across most of the frequencies you'd run into, in-flight (engine noise, cabin conversations and acoustics, etc). Here is a comparison graph of the isolation offered by both. Both offer great sound, as well.
If you want cheaper (and slightly less noticeable by people around you), I'm going to recommend what I consider to be the best in-ear headphones, sub-$50: The MEElectronics M6. They're cheap, come with a range of silicone tips to ensure a good fit, comfortable, isolate well, and have wrap-around style memory-wire which not only keeps them securely in your ears, but prevents microphonics (noise caused by the cord moving or rubbing on things). Of all the in-ear headphones I have used, they're my favorite for everything from airline travel to jogging, to casual use. And they sound pretty damn good.
You should probably try /r/headphones. For my part, I'd like to direct your attention to Etymotic Hf5's. Are you willing to buy used? These are over your price limit, but can be under. They get consistently excellent reviews across the board, and are generaly considered superior, mid-priced, high-quality ear buds. I myself have a pair, and it's delivered on all its promises, as in delivers a level of clarity I didn't know existed, at least not with my Skullcandy Ink'd buds.

I use a set of etymotics. They're basically earplugs that also work as headphones. If nothing's playing I can hear loud noises (claps, yelling) but if there's any music on, I'm deaf to the world.

Hey thanks, i'll look them up. As far as no active noise cancelling features, I was always considering the Etymotic HF5. My concern with them in general is how well noise isolating works at drowning out the airplane drones vs. active cancellation?
I have a (too big) pair of NC headphones, but its wonderful when that background noise just fades away...

More info: Looking for a durable set of headphones that can survive being carried around in my backpack, so if it comes with a small case that is a plus. I've had the shure e2s since '06 and the right ear wire is finally splitting, and shocking me. They were pretty awesome headphones for the time and have held up wonderfully over the past 10 years.
I'm currently trying to decide between the Shure SE215 and the Ety HF5. I was sold on getting the shure until I saw they were bass heavy. Then I saw the HF5s which have good reviews but it looks like they have weird ear plugs which I don't know if they would fit.
I've looked through some of the links at the top and it's a bit overwhelming. Any suggestions to push me towards the se215 or the HF5, or a different set all together would be super helpful. Thanks!
You wouldn't be able to get "extreme" isolation with an on-ear pair of headphones. You need to either go IEMs or full-size.
If you want the best isolation, at your price range I'd go with some Etymotic IEMs like the HF5
Alternatively, if you prefer having closed-back headphones, there's not a LOT of options at this price range but the Audio-Technica M40x comes to mind.

anyway do those ER3's go on sale for less? i really need the isolation soon and i know Etymonic is known for that. Might be willing to jump in regardless
I love my Etymotic hf5s but they're in-ears and not earbuds, if you hate that style. I also like the Klipsch Image S4 earbuds, and various Shure earbuds as well. All of these will run you anywhere from like $50 to...well, the sky is the limit.
My hf5s were somewhere around $100 when I got them about a year and a half ago and probably another $15 in maintenance costs since then, and they were replacing older Etymotics also around $100 that lasted a few years before one half of the headphones died and I couldn't be bothered to get it repaired. Much better sound quality than the likes of skullcandy and apple headphones, and since I rarely lose these things, I don't have a problem paying more initially to have a good product for longer.
I own a pair of Etymotic HF-5s and they are great! The earbuds you get with them are difficult to get used to, but they block out noise extremely well.

I love my Etymotics, and if you later want to spend the extra $$ and get custom sleeves (worth it) you can. That'll really kill the external noise. Way better than active noise canceling imho.
I love my Etymotics in the gym. The noise canceling is near-perfect, the cable is just the right length and clips to your shirt, and they never fall out of your ears. The sound quality is awesome as well. They might feel weird at first if you're not used to wearing earbuds deep in your ears though.
I would consider noise isolating IEMs or earbuds instead. As a practical matter I think it's better to just separate your ears from noise rather than pumping more noise into your ears to cancel out other noise. I use these $8.00 Panasonic earbuds at the gym and they work pretty well.
I also own the $99 Etymotic HF5 IEMs. I bought them exclusively for air travel even though I almost never fly... still totally worth it. The noise isolation is incredible for the price.

They are neutral and pretty good for all genre.
Any interest in IEMs? I recently acquired the Etymotic HF5s and they're hands down the most noise isolating monitors I've ever tried, and with sound quality to match full sized $100-200 headphones I've had. It really depends however on your tolerance for shoving something way up your ear canal.
But I can afford them. Hell, I've actually spent more than twice as much as they cost on my current headphones. From what it sounds like they're the best you've ever owned so you have no grounds to compare them to anything better. Also I haven't tried the Pulse Elite specifically but I've had a chance to try out other flagship surround sound headphones from Tritton, Steelseries, Turtle Beach, and Astro and the 7.1 surround sound doesn't do shit, mainly because it's impossible for it to do shit. Like I was saying sticking a ton of tiny speakers .5 inches from your ear isn't any different than 2 larger speakers right next to them. The reason that 7.1 for home theater setups work is because you have 8 speakers placed around your room so it's actually where the audio is coming from.
