Here's a list of the changes I'd make.

  • Swap the 9900k for a 9700k
  • Swap the cooler for a 240mm AIO Like this one
  • Switch the 1080 ti to a 2080 Like this one
  • Swap PSU for the 860 watt 80+ platinum (same price)
  • Swap monitor for a 1440p 165Hz unit Like this one

    Overall, this dials back the absurd heat output of the 9900k and gives you easier overclocking for single-threaded performance and gaming. The boost in cooler lets you get more out of an overclock. The GPU change is cheaper with equivalent or better performance and possible improvements in the future as drivers advance. The PSU is fine but better efficiency and a little more power headroom is nice, especially since it's a direct upgrade for the same price. The monitor gives you a high refresh-rate display with a substantial detail boost over 1080p. 240Hz is only slightly better than 165Hz and it borders on indistinguishable. You can cut the cost and get a far better screen. The case and RAM are fine, you can add RAM sticks if needed in the future (prices are falling). The SSD is great and you can supplement with a cheap multi-terabyte HDD for ~$100-200 if you run out of space in the future.

Personal preference, but I’m looking at getting the EVGA AIO CLC240, aesthetically a little better looking (imo), and $10 cheaper.

Reviews online seem like they have similar performance and noise levels. Anyone have experience with this AIO?

The best and relatively easiest ways to address poor aesthetics in the CPU are a modular or semi-modular PSU and replacement sleeved and color coordinated cables from said PSU, or if they are too expensive (and they are) sleeved cable extensions look just as good and are way cheaper, but create additional cable management.

Regarding a cooling system you should definitely still have one even if you are not OC'ing. If you want to go cheap, get a solid air cooler like the Hyper 212 Evo. If you are more concerned about looks, maybe consider an AIO, like the EVGA CLC240. It's more expensive, but looks nice.

Not 100% sure what you mean about the front facing fan, but if you are asking about fan placement, then yes at the front of the case is fine just make sure it isn't going against the airflow of other fans. If you mean fan orientation, like intake/exhaust, then that is also fine, with the same caveat. Generally speaking you want your airflow coming in the front/bottom and exhausting out the top/back.

One thing to keep in mind about PSU's is they tend to go on sale more frequently and at better discounts (percentage wise) than many other PC components.

Any AIO would do the job, or at least an AIO with good reviews. I'm sure the Hyper EVO 212 would technically still cool it well enough but you'll probably be running at only what most consider standard temps instead of "cool" temps when under load. These two AIOs have good reviews both here on this subreddit and in their reviews on the sites that sell them. Both cost the cost the same and are equal in size for the radiation I believe. I'm not entirely sure if ryzen chips need special brackets but from what I have read it seems the Corsair doesn't come with one, meaning you have to order it off their site after the fact. The EVGA does come with a bracket apparently and it's letters are RGB configurable.

EDIT: Saw a review that says the Corsair also comes with the brackets needed for ryzen chips.
