That kingston model KVR21R15S4/16 should work great. As you've mentioned that will populate all slots, give your system a total 256GB of ram and operate at 2133 mhz.

2R or 4R modules will be fine.

As far as mixing and matching, it's best to do everything in sets of eight so the CPU's are still balanced and fully populate all channels on all CPUs. For example you could start with 8x16GB for 128GB (4 dimms per socket), and then down the road add another 8x16 to get to 256GB. If you decided you needed more, you could add 8x32 instead for a 384GB configuration.

Unbalanced configurations result in inconsistent memory performance. Since the memory is directly controlled by the CPU it is attached to, if a process running on the other CPU needs to access memory, there is a latency penalty compared to "local" memory running on the same CPU. This is called "NUMA" https://en.wikipedia.org/wiki/Non-uniform_memory_access - and the operating systems are generally NUMA aware and attempt to keep all threads and memory assigned by that thread on the same socket. Unbalanced configurations make this resource scheduling more difficult.
