The fluid contents can be released by turning the can upside down, as the pressure would force liquid rather than the pressurized gas.
IIRC, the liquid inside the canister is not CO2, however, not even that shown in the video. More likely, the liquid is a kind of fluid similar to that used in refrigeration, but will release with sufficient cooling capacity to work the way it does in the video.
