There, indeed, discounts on high end graphics cards. PCPartPicker has shown that the 970s and 980s both have been on at least some discount over the weekend.
Afterburner confirms same temperature.

EDIT: And used 970 is $275 on amazon, which is better than a new 290, or $285 for the windforce one

With that budget, if you're buying new you'd only be able to upgrade one component for now - video card, because like I said your current one just doesn't cut it in this age.

what kind of case? arent all blower cards reference? have you checked out the lengths of reference 970 (google says 10.5"), 470/570, 480/580, 1060, maybe 780 (probably long)?
You guys didn't search hard enough.. EVGA and PNY both make reference cards for the 970. Newegg had both until recently, seems they took it down now.
