I've used one of these for years,hundreds, if not thousands of weighings, and it's never let me down. Accurate to 6.48mg (I've weighed things in the 3mg range, just a really precise 6 and cut it in half, worked like a charm), which had always been good enough for me. I even trust it when a 1-2mg difference can be huge, and is always come through. It's a manual balance, so it takes practice, and can be time consuming, but it works.

I'll second the beam scale recommendation. I use an RCBS 505 and have been extremely happy with it. If you go beam, make sure you get one with a magnetic dampener so it doesn't take forever to balance.
I have had good luck using the Redding Match Grade 3BR powder measure and trickling in with the RCBS trickler. I have two scales, the Redding Model 2 and the RCBS 505. For measuring throws in bulk loading I really like the Redding scale, but for trickling up to a precise load, the RCBS is very quick and accurate to react. SO my person suggestion would be:
