its not normal and the stanchion seals may have come not working. they are cheap to buy and easy to replace.

pop the fork bottoms clean it all up, press in the new seals. give it some new oil. rockshox has amazing manuals for all there forks on the website.
Should I get new seals? I think I found the service kit on amazon.
Or should I open it up first and look at the seals? I doubt this fork has ever been serviced before.
Plus 5wt oil for the dampener and 15wt for the fork lower it looks like.

No, they're a proprietary part. This kit should do the trick. You'll also need to look up the oil volume and get some replacement oil as well as suspension grease (I like Slick Honey).
