Buy a replacement screen/back cover online for $1.50, replace it yourself?
Had a Dr. here accidentally slingshot his phone across his driveway (went to swat a mosquito with phone in hand, phone was in a slider style case and decided to leave, landing face down on the concrete). He bought replacement glass and had no trouble.
Granted, he's a Neurosurgeon... :)

If it's just the screen that's destroyed, fix it!
It isn't hard. My wife dropped hers, it took an hour to fix with very simple tools.
I am assuming you mean the touch screen and not the LCD. If the LCD is intact and visible 'behind' the broken glass, use one of these kits:
iPhone 3Gs
iPhone 4
If you aren't comfortable with a DIY fix, check craigslist for locals; there are likely a few people who will replace it for a reasonable fee.
Edit: looks like the iPhone 4 might be all-in-one, touchscreen and LCD? If so, weird, but whatever.
I think I grabbed mine for about 40 bucks? http://www.amazon.com/gp/product/B003ZU5X36 I'd suggest making sure to get a better Phillips head screwdriver to work on it, but it definitely worked well for mine.
For an iPhone 4, it cost $30 for the full kit and take less than 20mn to replace the screen :)
