There are both pcie and usb adapters.

I believe you'll need one of these: https://www.amazon.com/StarTech-com-Express-Controller-Adapter-PEX2IDE/dp/B000YAX13Y. Do some research and double check though, it's been a while since I worked with IDE drives. It's not quite as simple as getting a cable adaptor to sata, they're different standards, and not interchangeable.
If you really want you can get a PCIe to USB card and USB to IDE adapter.
edit: or use this?

These do exist(https://www.amazon.co.uk/StarTech-com-Port-Express-Controller-Adapter/dp/B000YAX13Y)
There are also a variety of IDE to SATA converters(https://www.amazon.co.uk/StarTech-Bi-Directional-SATA-Adapter-Converter-Black/dp/B00310MFPY?ref_=fsclp_pl_dp_2) or USB IDE connectors(https://www.amazon.co.uk/StarTech-com-SATA-Drive-Adapter-Converter-Black/dp/B00D76J1KO)
USB sounds the most convenient for this sort of purpose
That uses an IDE port (PATA). Since your mobo doesn't have that connection you can either get an adapter card or an IDE 3.5" external enclosure.
