I have a feeling that your the cable tester you ordered does not have a built-in tone generator. It will likely just tell you if a cable is terminated properly, not which cable out of a bundle of cables is the one that you are looking for.

I would not be putting any electronics up in an attic, if I could avoid it. Is there anyway to reroute those cables into some other location inside your house, like a closet, laundry room, or utility room? If not, maybe just put RJ45 ends on the ethernet cables and use couplers to join them with new cables that are run to a better location in your house. I would certainly use a coupler over that crappy splice job on the incoming line.

This is how I have my setup.

Difficulty: Requires a managed switch.

GPON plugs into switch on VLAN10, router outside plugs into switch on VLAN10.

Router inside plugs into VLAN20, all other wired clients plug into VLAN20.

If you have a managed switch, just make sure that the outside has a different VLAN as the inside.

If you have a non managed switch:

Option 1: Coupler

Get an ethernet coupler and eliminate the switch for the WAN side altogether.

Search: Cat6 ethernet coupler

(I searched for illustrative purposes only, there maybe cheaper ones available)

Option 2: Buy another (cheap) switch

Get an unmanaged switch and use it ONLY for your WAN connection.

I like and use this one in my house for various purposes...
