5.11 ripstop pants. Super comfy, supposedly really durable.

Most have cargo pockets, which you won't want with shirts and ties, but there's one model that doesn't.

I too needed durable black pants for work. I ended up getting a few different brands of tactical uniform pants. These were my favorite, but they do run very small. I'm normally a 4 or 6, 28 in jeans and found a size 10 to be the best fit, just a little loose in the waist to allow for easy movement.

They are much more rare, and it may not be what you are looking for, but check out belts that sport a "Raptor" buckle.

They are like a cobra (from what I hear) but smaller/thinner. I can see them being a decent compromise between the being thinner like a g-hook but having the ease of use of a cobra buckle.

I found this one on Amazon. Also on this surplus site which is based in Europe. And it looks like some paintball/airsoft sites have more small options than most surplus websites. And here is a hooded parka on ebay in size small, which I would say is your best bet.

My husband loves his 5.11 pants. This Ridgeline style is probably better for fancy, as it has a more streamlined look. They're super durable, dry fast, and he has used them out in the jungle when volunteering at an animal rescue center, but from the looks of some of the styles, they can totally work for a nice night out.

We haven't tried them yet, but their shirts probably hold up to the same level of quality. My husband pretty much lives in his Alter Ego Under Armour shirts. (We don't do the dress-up thing much any more.)

They are "loose fit". They definitely don't look fashionable, but then again their main purpose is to be worn under other clothing to keep you warm. The black wool series are a bit too thin to be worn on it's own in my opinion, especially the leggings. If you want something you can wear on it's own around others I'd look at some of the other models they have, or at other brands. Typically these are tighter fit, have some colors or patterns, are a bit thicker and with more seems. A word of advice in terms of comfort though is to look at pieces with as few seams as possible, as some pieces with lots of seams can feel restrictive and/or cause itching and annoyance when used if the fit isn't right. I've heard good things about the brand SmartWool too, but I haven't tried them my self. The Smartwool Midweight Zip T and bottom 250 is supposedly very good, though a bit pricey.

Size 2XL and you can see it looks nothing like in the amazon picture ;-). Way better and good fit for a male. Just need a belt (I'm L, not 2XL but that 2XL is like XL in non-asian size).

Oh yeah there's no way someone would be wearing a long sleeved shirt like that in this weather. And looking at it again it actually looks more like an oversized flannel coat. Something like this:
