Brah your'e hunting in FL your hikes out are under 3 miles. Get a used framed packoff craigslist or ebay and call it good $20-$50. Save your money and spend it else where, like insect repellent and a blaze orange pack rain fly.

Observe the somewhat complex closure mechanism required to ensure the bag is truly waterproof.
This bag probably doesn't have any internal pockets or padded sleeves for a laptop either.
What I think you might want to consider is a waterproof rainfly to cover your existing (laptop-friendly) backpack.

I’ve used a cheap cover from amazon for my rucker. I’ve only used it once so I can’t vouch for its durability, but it worked great when I did use it. It was a light rain, but my pack was completely dry underneath.

That's a lot of features to cover in that pretty small price range. Just a few questions to clarify. Would you happen to know in liters how big you would want your backpack to be? If not, maybe a reference point? Also how waterproof are we talking about here? Like go swimming with it? Or just rain?

Some backpacks will say they are water resistant, but that could mean it only holds up in the rain for a few minute or maybe even just a few seconds so be careful with that.
Now about features for a smartphone? Are talking charging ports? What exactly are you looking for? And for anti-theft, same thing again, what exact features are we talking about here?
I found a few backpacks that may suit your needs. They 12-17 liters which is pretty small but it should be able to fit 1 to 2 books. They both have a charger port you can charge your phone with. Anti-theft in that zippers cannot be accessed unless the taken off. And said to be made of water resistant materials but I'd say go with the raincover just in case.

I had been wanting to post my edc for school and felt since the semester is almost over, now would be a great time. I am a computer science major and have been carrying this with me for several months now. Also, pls excuse the obvious line down the middle - i merged two seperate pictures together. So here is my edc from L>R, T>B.
I do carry all of this with me. It's not too heavy as I've tried to minimize the weight of the items I did decide I wanted to carry.

I have a 2 small drysacks, which I can just stuff things into, which is pretty nice. and a specific case for my phone or ipod
Edit: Also, I have a raincover for my backpack. keeps the water out. and you dont have to worry about anyone unzipping your backpack in a busy place.

I don't know much about these backpacks. I know Outdoor Vitals has a related podcast where they mentioned that they're not happy with the design of their current backpack.
Speaking to backpacks I know of in your price range, I'd recommend the Kelty Redwing 50 (or if you prefer sierra.com). It's a good pack, especially to get you going. Its strengths are organization: plenty of pockets and sleeves to stash things, there are passthroughs behind the upper pockets on the sides so that you can slide long objects behind the pocket and rest them in the waterbottle mesh pocket (tent poles, trekking poles, sun umbrella). It's not very waterproof, so you might want to get a pack cover and it does not have hipbelt pockets, but you could buy one from a different vendor: Gossamer Gear has good ones that ship quick, but they are not waterproof so if rain is in the forecast, bring a ziploc sandwich bag for your electronics.
It has an adjustable torso length system to get your pack fitted to you (it's a little confusing to work at first, but it's good adjustability).
Just be careful to get the newer model that hides the daisy chain webbing on the front of the pack. In the old model, this daisy chain is visible.
I just went back and looked, this is the one I bought. Only 9 bucks! It's pretty serviceable, you just have to make sure to pull it all the way over the top or like the last inch or so up there will get wet (though not if you combine it with an umbrella).
Good move. I've been rucking around with my GR1 for about 2 months now. I love it, and will never use anything else. I thought I would regret it, but I don't.
I got the kit too. Everything is pretty useful. I did upgrade my reflective to these(the 9" ones fit perfectly in the molle).
I also got these to hold my hydration in place. I wasn't a big fan of the little bungee tie that came with the kit.
If you want a bite valve for the hydration bladder this one is the one you're looking for.
I got a rain cover that I put over my GR2. Seems to work for me and it fits pretty well

This is all you will need. I've been commuting like this for two years, 30 mile round trip, through all sorts of heavy rain and snow and I stay completely dry.
I just use a plain MSI laptop backpack I got with my laptop. It's not waterproof but it does alright in light mist/snow. One thing I did get for really rainy day was a reflective backpack cover (link). It helps a ton if you're looking for a cheap option.

on the way. The ability to fill the bladder without taking everything off is going to be awesome.
Lightsaber Lamp or chopsticks are pretty cool. This apron, this thermos, these playing cards, this bottle opener, and this ice cube tray are also pretty sweet!
There's a variety of cat tote bags but I personally love this one or this one. I also love these coasters, this plush, this game, this cup, and these magnets.
This camping first aid kit looks super useful, as does this multitool, and you can never have too many torches. An inflatable pillow, or a funky backpack cover might be cool too.
I'm not great at looking for stuff for kids yet, so I can't really cover that aspect, but I hope you like some of these suggestions!

I just ordered the Osprey Atmos 65 AG backpack.
Should I also order the Osprey UltraLight Raincover for it? Otherwise what do people use? A contractor garbage bag?
This is the rain cover (Osprey Ultralight Rain Cover if the link doesn't work). I stick it in the bottom where you roll up the duffel conversion flap (you'll see what I mean if you get the pack).
I unfortunately have never taken RyanAir (US-based) so I'm not sure what the size restrictions are.
I have the Medium/Large pack and Osprey's official dimensions are 21x14x9 inches or 53.3x35.5x22.9 cm, and at your height you'll want the M/L (I'm the same).
Ryanair's policy is 55x40x20cm & 10kg and that will be a tough fit in the depth dimension, because it will change based on how you pack the bag. Weight shouldn't be a problem (my Ireland packing was 8kg).
I bought size small, and it fits my 26L GR1 pretty well. Plus it's cheap so who cares what happens to it...

They make these backpack covers that are kinda like a shower cap for your backpack. They have an elastic band that wraps around the outside of the pack, covering it with a thin water proof layer. They are cheap and this solution allows you to pick whatever backpack you want.

UPDATE: So I ended up getting an elastic ruck cover off amazon with a cinch strap clip on it to hold it tight to the bag. Took it up to 100mph with no issues. I’m looking into getting some DWR but for now this seems to work fine.

Screw the lid...just get a pack cover (sil or cuben) for under 2oz.
You can get one WAY cheaper than those if you don't mind it being 3-4oz but then you're also getting closer to that 8oz mark
As a long time backpacker, I can tell you that this advice isn't that great. Pick up a cheap one of these instead. Grocery store plastic bags are rarely waterproof. If you insist on using plastic bags because you don't want to spend $8 for a waterproof rain cover, then use the black/thicker plastic bags you get from the liquor store. These are much less likely to have holes and won't tear open when you desperately try to stretch it over a backpack.
Edit: I was referring to stretching it over a day-pack sized backpack. Obviously if you have a larger backpack, you're not going to try to put a small bag over it. If you have a big bag, use a sturdy trashbag like those force-flex ones. Or yano, get the rain cover linked above.
