As a DM, funny hats.
I put on funny, thematic hats and simple bits of costume while acting out various recurring NPCs. It helps me get into character and my players explode with laughter at all the right times. Go raid your local costume shop or get on amazon and you find a great selection of stuff on the cheap. Fake beards for a dwarf, pointy wizard hats, did I mention that the druid they know wears an enormous polar bear skin?

The jewels on the bottom are just the bunch from Walmart....
I learned that hot glue is the best to work with. I practiced a few techniques with the bucket of jewels from Walmart. I also used one of those belt loop punchers to get the perfect hole to string lights through.

I think unless you have some millinery skills, making this hat is not the best route to take. Try buying a premade hat and embellishing it with trim/feathers/etc. To get it to stay on your head, attach clips to it or sew/glue it to a headband.

The hat is an easy fix. You can also find robes for under $50, (you'll have to look at the trim to see if it works for you) and hoods that vary in price up to around $100. Some of the $50 robes come with the hat as well. So you could easily pull this off for under $150. Amazon is awesome.
