I would not get those cheap no name eBay chargers. Get something like this:

Generally though with newer phones, if it's Android they either support QuickCharge or USB C Rapid Charging. You could use the above charger, but it wouldn't charge them at their fastest possible rates.
I did, this is the one I got, but apparently it's not compatible with the v20 or v30.
That's just a regular USB-A port, meaning it's only going to output 550ma MAX. If you're doing anything with your phone it's going to use more power than it's being given. This isn't a problem with your phone or the USB port, this is just how this port was designed. It is literally impossible to request pore power from that port so don't try any sketchy hacks.
