If you need to try an alternative air cooler, this is a solid choice:

If you want a new AIO, I would suggest this:

These are just suggestions for new units, you can try as others have suggested getting the manufacturer to have them replace your unit under warranty.

Is this a good cooler I just think it looks sexy asf

So, A temperature at mid 60s is perfectly fine, high 80s and above you should start getting more worried. If you want lower temperatures try getting a liquid cooler, (such as This One or re apply with higher quality thermal paste, here's a good one IC Diamond 24 Carat 4.8 Gram Thermal Compound Here's some thermal paste.

If dust has built up, you could try using compressed air to remove it. Dust can clog fans, an other devices.

Also, if something is stealing your resources in the background, I recommend running a virus scan. What are your highs at after the idle temperature increase?

Just so you know your motherboard isn’t full rgb. It can change colors but there is. I rgb mode so it will just be orange. I would recommend one of the ROG strix models for your motherboard.

I STRONGLY recommend the ryzen 7 2700X instead of the I7-8700k. It has more cores and threads which will give you much better performance.

Also I would recommend the CORSAIR H100i RGB PLATINUM AIO Liquid CPU Cooler instead of the cooler master one just because of reliability.

So this new build I came up with is towards the top of your budget. But this shit is extremely beautiful. 2080 Ti, Full RGB, OC'able, all complete with 2.5 TB of SSD storage.

CPU: https://www.newegg.com/amd-ryzen-7-3700x/p/N82E16819113567?Item=N82E16819113567

The Ryzen 7 3700X is an extremity of value and power. This processor can easily shred gaming tasks and can even handle heavy workstation. 8 Cores and 12 Threads give you a lot of space for multi-tasking, streaming, and editing.

GPU: https://www.amazon.com/gp/product/B07LDLQFDY/ref=ox_sc_act_title_1?smid=ATVPDKIKX0DER&psc=1

How about a liquid-cooled GPU? The Gigabyte AORUS 2080 Ti Xtreme Water Force is a really beautiful and high-performing 2080 Ti. It is cooled by an included 240mm liquid AIO and will yield superb thermals compared to cheap base models. The 2080 Ti Xtreme will also add more RGB to your build.

RAM: https://www.amazon.com/Corsair-CMW32GX4M2C3200C16-Vengeance-PC4-25600-Desktop/dp/B07GTG2T7L/ref=sr_1_2?keywords=ddr4+3600+32gb&qid=1568075251&s=gateway&sr=8-2

Keeping the Corsair-based RGB theme. The Vengeance RGB is a very popular series of RAM, and it's hard to not see why. As Ryzen now supports native 3200MHz RAM clocks, there is no reason not to buy RAM faster than 3000MHz. This kit is also a 32GB Kit, which will be more than enough for gaming as well as excelling in any memory heavy tasks (Chrome...).

SSD(1): https://www.newegg.com/hp-ex950-512gb/p/N82E16820326205?Item=N82E16820326205

The EX950 is one of the fastest SSDs out there, at a very reasonable price. The EX950 will function as your primary boot drive.

SSD(2): https://www.newegg.com/intel-660p-series-2tb/p/N82E16820167461?Description=660p&cm_re=660p-_-20-167-461-_-Product

Why not go with pure SSD storage since you got a mighty budget? The 660p provides 2TB of fast storage at a decent price, definitely worth considering.

Motherboard: https://www.newegg.com/p/N82E16813144261?Item=N82E16813144261

The MSI MPG X570 Gaming Edge motherboard is a great motherboard, with hundreds of positive reviews. It will allow for easy overclocking. It also features on board wifi, so no wifi card bullshit.

Power Supply: https://www.newegg.com/evga-supernova-750-g5-220-g5-0750-x1-750w/p/N82E16817438162?Item=N82E16817438162

As usual, it is EVGA stealing my recommendation as the PSU choice. The SuperNOVA 750 G5 is a very high quality PSU with Japanese capacitors as well as a ten year warranty. 750 is enough to power the system, even with the RTX 2080 Ti and the Ryzen 7 3700X at Overclocked or Boost speeds.

CPU Cooler: https://www.amazon.com/gp/product/B07JWB5BSN/ref=ox_sc_act_title_2?smid=ATVPDKIKX0DER&psc=1

The H100i will provide great thermals, even under OC temps. The H100i Platinum also features full RGB fans, which will sync with your motherboard, RAM, GPU, Case, and LL120s.

Fan: https://www.amazon.com/gp/product/B075VDGSJ8/ref=ox_sc_act_title_3?smid=ATVPDKIKX0DER&psc=1

Nothing to explain here, just an extra fan to fill the 680X with all RGB fans.

Case: https://www.amazon.com/gp/product/B07MFR1VDN/ref=ox_sc_act_title_4?smid=A1XBPHGHAXLHDG&psc=1

This case will certain look and work will with your build. The 680X has enough space to build in as well as above-average ventilation. The 680X also has three LL120 fans included, which will sync with your other components, read the reviews on Amazon.

Monitor (Suggestion): You need a decent monitor to take full advantage of the hardware, try a 144hz 2K monitor.

That case is designed for high airflow and already has 3x fans mounted in the front. I would put a 240 in the top as exhaust. The problem with front mounting an AIO as intake is that you fill your case with warm air and that can degrade your GPU performance. With it mounted top as exhaust the rest of your system still gets fresh air and top is good since heat naturally rises.

Btw that's a really nice RGB case, I think the Corsair H100i RGB platinum would compliment it really well : https://www.amazon.com/dp/B07JWB5BSN/?tag=pcpapi-20

Again, sorry for my lack of knowledge. I just had no idea.

So what is this part for exactly? As I thought something like this was all I needed.

Deepcool has this https://www.amazon.com/dp/B07S1SQDDJ/ref=cm_sw_r_cp_api_i_iFbkDbSSNQY4C which the pump is addressable but no rgb fans. They are kinda purging their old line as they revamp and release new versions. Other stores may have them still if you research.
Corsair does have this https://www.amazon.com/dp/B07JWB5BSN/ref=cm_sw_r_cp_api_i_RIbkDbHRKS356 but it is pricier, although much higher quality, mostly in terms of visuals.

This will play any games hands down 4k 120FPS High. The only other thing you could add is a 2nd graphics card.

CPU: Ryzen 9 3900X
