Not the best card in the bunch of 580s but for the 8GB model this is a particularly good price. You could probably OC it to get a bit more performance out of it too.

Get the ryzen 5 3600 and the asus 570x motherboard. the 570x motherboard can run the ryzen chip out of the box without a BIOS update, it's worth not having to go through the head ache.

I bought the windows pro CD key online for $20, worked out great.
Also get the 1TB nvme SSD for storage, its like $110, it's faster and it's cheaper then getting a HDD and SSD

The used very good option 3 down also has 20% off when added to cart bringing it to around 132 before tax. It's amazon warehouse deal. I'd probably go with that over a renewed item but either way you should be fine. The above option also qualifies for prime if that matters. I've got many items "used very good" that were essentially brand new, sometimes repackaged.

Seems like many games could drop under 60 fps more easily with the 570 and 60 fps is an important mark.

You're correct about the RX 580 available from overseas but I was actually referring to this one which is in the UK and is free delivery (The 215 was off the top of my head as I was rounding).
Good note on the BX SSD, I didn't notice they'd refreshed the BX line.

No need to buy a used 580, prices have dropped quite a bit on those, here's one I found on amazon for $169 brand new amazon
A quick Amazon search shows otherwise. This was the cheapest listing on the first page. $180. I don’t doubt that there may be a third party seller or someone on eBay selling for less, but when it comes to computers, you can never trust random strangers to sell you what you expect them to.

It's not that bad. I expected worse. With that said, anything over 1060 or RX 580 will get heavily limited by that cpu (and even with those you can hit a bottleneck from time to time).
If I were you, I would get this and use some of the leftover money go grab some more ddr3 ram (the plus side of being stuck on an old platform is that ddr3 is way cheaper than ddr4), maybe a new PSU if your current one is less than 400W. Or a serious fire risk. Or both.
