Off the top of my head;
The steel was done with Vallejo Model Color Black and Shmincke Titanium white.
The dull gold on his face and shoulder is done with Vallejo Model Color Chocolate Brown, English Uniform, and Sunny Skintone.
The OSL was done with Scale 75 Anderes Red, Tiamat Orange, and Shmincke White.
In the modeling world there are literally tons of paint choices. Tamiya, Vallejo, Mr Hobby, Humbrol, Testors and tons of others. For, as you say, a scrub I would go with either Vallejo or Tamiya. Their both acrylic paint, and Vallejo can be thinned with normal tap water, and Tamiya can be thinned with isopropyl alcohol.
The terms gloss, satin, flat/matte, and clear refer to the finish the paint has after it dries. Look at pictures of cars, the paint has a shiny look to it, this is a gloss coat. I can't really describe a satin finish, but imagine something thats a mix between gloss and flat, the paint on your walls is probably a satin finish, not super glossy, but not super flat either. As for a flat/matte finish, this is what most military vehicles are finished in. The paint doesn't look glossy, it looks completely dry. And a clear is exactly what it sounds like, it is a paint that is completely clear. And this can also have the gloss, satin, and flat/matte finish to it.
