Are you in a hurry? If not, your best deal would be the Savage 10T for $450 after the $100 mail-in rebate, then add a BSA 4-14x44 for $250 and then a set of 30mm rings. I'd recommend the Vortex Tactical ones for $20 each (you'll need 2).
Total comes out to $740ish, which is just above your budget. This is about as low as you can go getting a very nice setup without going used. If you can swing it, this will serve you well for a very long time.
