That specific version of the R9 290 seems poorly reviewed, lots of DoA and poor customer support complaints. The R9 290 IS a good card though, I'd just list a different manufacturer. Maybe this one?

Unfortunately, I can't get one of those :P ! See the thing is, If i was gonna spend £230 on a graphics card, I'd probably go for a 970 just cause it beats 290 and is near silent. Also, you're comparing the cheapest 290 to the most expensive 280 if you compare the cheapest 280 for £132 and the cheapest 290 for £230 then theres quite the price difference.

You might be able to shave a few pounds off the price of your CPU by going through Flubit. ebuyer are one of the few sites they work against.
You might also save a few pennies by Flubiting the Amazon listing of that R9 290 as well. Not massive savings, but feasible that you'll save £10-15.

I had no issues at all with lag during my journey, but oddly enough DID have an issue right as I returned to my base with lag. I chalked it up to me having played for so long. I also need to update the drivers.

I'm assuming that the brand of the card still doesn't matter much? I've found several 290s that are in the $250 - $300 range but don't really see the differences in them.

DDR4 memory won't really give you much of a benefit (if at all), and also isn't supported by that motherboard. If you'd like to have a more powerful GPU setup the next step up would probably be an R9 290 - like this, but getting that would bring you over budget. That is similar to /u/diegodlv 's build, however to keep to budget an SSD boot drive wasn't included, which significantly improves boot times as well as speeding up the computer generally.

The Vive website says you need a 970 or an R9 290, but the last 290 I linked is significantly cheaper than the 970s or even the other 290s... (example). Is the 970 better than the 290 by that much?

Out of all the nonreference 290's, which are recommended and which are not? I've heard that the Asus DCUII model isn't very good, and also the xfx one.
