LPT: There is no law against, or safety concern with, attaching a pad to the seat belt to make it more comfortable.

The shoulder strap in many cars is not properly adjusted for short women. It can cut into your neck. But that's okay! They make things that fix it, if your car doesn't have a built in adjuster. Most cars made in the last 20 years do, though.

I have a Briard... George Lucas had one (allegedly, anyway) and the rumor is they were the inspiration for Wookies in Star Wars.

So last year we went as Leia, Han, and Chewbacca - it turned out so well, and all we had to get for Chewie was a bandolier. https://imgur.com/gallery/PxBw81S

(For his bandolier I ordered and repurposed this "Chewbelta" seat belt cover - https://www.amazon.com/dp/B071VXG8ST/ref=cm_sw_r_cp_apa_i_aVQzDbXT5TH7Y)

I've never had the issue with police and that sounds like a bullshit reason to pull someone over.

On some cars the seatbelt is adjustable where it attaches to the wall behind your shoulder. Between that and a seat that lets your change the height, you should be able to make it work. Otherwise maybe look into something like this or this

don't do that

Well I was going to recommend shoulder pads from Bavarian Autosport but apparently they closed on March 8th? Apparently ECS tuning has taken over for them. So I did a search and found these but who is gonna pay $103 for freakin' shoulder pads? I think I paid $15 for mine from BavAuto.

Jesus. Here, here's some from Amazon that aren't stupidly expensive. Even though they look nice, I'd be concerned about the comfort level of the textured part on them. I'd recommend ones that are just one material across the whole length. The key here is comfort!

Though, if you don't own some of these already (for any car), get them. Sooooo much nicer, and it's good for lessening damage in a crash too.

I use this memory foam seat belt pad (distributes force over wider area)

This arm riser, though there are many others:

And a product called "Elbow Friend" for the door armrests.

Would this one be natural? I was just intrigued by your predicament and thought I'd investigate :)

got These and These!. And then, This . Not disappointed at all ;) STI all the way. Although the seat belt pads are pink, there wasn't any other choice.
