A lot of official otome items can be pricey, especially like fanservice-y things like seiyuu CDs, art books, and illustrations. Games themselves, too, are pricey and it's hard to get something that comes with fast shipping from official stores because they ship from Japan or Korea and sometimes it's a pre-order, etc.
I may not play every since otome game out there, but I don't need official merch to be happy. What I mean is, I think even if you don't get something official for your friend, if it looks really nice and cute, I'd be happy with the thought that you got me something you usually wouldn't buy yourself. Sometimes fanmade things from storenvy or tictail can fit around your budget and are really cute!
Just as many people have said here, etsy and amazon are good choices to search for some merchandise, but before ordering, be sure to check how long shipping will take to you. Read reviews too, just in case the seller says they ship within 2 weeks, but some people get it 4 weeks later.

unfortunately this is about as cheap as you'll find them. I believe when they were released they were around $95, maybe. As for why they're so expensive, supposedly they're made of a higher quality material than the plastic ones from the 90s.

I got my daughter the pretend makeup for Christmas last year (she was 28 months at the time). She's almost 3 now and still plays with it several times a week. She stands on a stool next to me at my bathroom counter and pretends to do makeup while I do mine. She knows "finishing powder" goes on all over, blush is for cheeks, and eyeshadow is for eyelids. She pretends to curl her lashes and put on mascara. She's an expert, it's adorable.
Highly recommend pretend make up so she can do it herself while you do yours. You can always play with real makeup when she's a little older.

I don't know if it would help per se, but you could totally put some EL wire on it. Given the boots have velcro straps, and those velcro straps have loops, you could thread some EL wire through the loops/straps, and not have to sew it or anything! It would be visible, but also super cool looking. If you did decide to do that, you could clip/strap the battery pack to you boot and it won't add much weight overall.
If you don't know what EL wire is, click here. You can get some that have one battery pack and multiple colors, or you can get one long strand of one color that goes to a single battery pack.
Alternatively, you could also just hang some little LED rings, or thread some LED strip lights through it. Whatever you decide, I think it's a great idea, as long as you keep it light (pun intended). And if I see someone with a boot with EL wire on it, they can expect a high-five ;)
I really want to buy a shit ton of these jelly light up rings to hand out to people but I don't think I'll be able to get them in :( Maybe I'll hand them out at the hotel and in line then people can sneak them individually.

I never trained Jake to growl, I actually strongly discouraged it. When we were playing with his toy or playing tug of war, as soon as he growled, the playing was over.
I did train him to speak though. Anytime he barks (someone at the door, etc.) then say "speak, speak, speak, good boy, speak, good boy!" - then he learns to associate the term speak with when he barks. Similar to how for the first month or two, I would constantly say "poop" when he went out to go poop so I could tell before I went on a walk if he was going to just pee or poop too.
Another fun training thing, I bought some of these and hung four of them up by my door to get him to nudge it with his nose anytime he needed to go out.
