I've had KP since I was a kid and am finally getting handle on it in my 30s. My current routine is glycolic lotion twice a day, creams on the affected areas 3-4 times a day, and then physical exfoliation and using zinc or sulfur soap a couple times a week to keep the bumps at bay. But since skincare is YMMV, here's the exhaustive list of almost two decades of treatment, in case some of these other things will work for you!

Beginner Level
If your KP has just appeared, focus on physical+chemical exfoliation and moisturizing. Look for lotions with the following ingredients:
Paula's Choice and Derma Doctor's KP duty both work well because they combine a few of these, but you can also get Amlactin, Eucerin and Glytone which are more focused on a single ingredient. Nearly all of the Eucering, Gold Bond, Cetaphil, etc. creams that work have one of the above ingredients, so take a look at the back of the bottle or on CosDna to figure out what works best for you. Prescription creams include Carmol 40 and Ammonium Lactate in higher concentrations.

My dermatologist also recommended moisturizing CONSTANTLY, which really helped smoothe my arms. According to his instructions, "constantly" meant that I needed to be able to feel the lotion on my skin 24/7 for at least 3 weeks, which for me meant a new layer of cream every hour or two. Pretty much any moisturizing lotion or cream will do. Intermediate Level
If a bit of exfoliation and moisture aren't working, you might want to consider if there are other skin conditions making your KP worse. For example, it turned out for me I had some fungal skin issues that made my KP bumps more inflamed. Topical steroids can help, but use with care as they can cause skin thinning. Try adding something with the following ingredients in to see if any of the following work. Also talk with your derm about getting a mild prescription treatment that might include an antibacterial or steroid component.
As others have mentioned, sunlight also helps. Either give yourself 15 minutes of sun a day or look into UV treatments.
Finally, consider dietary factors – for me cutting out dairy, sugar, and gluten when I really want crystal clear skin makes a big difference. Adding healthy oils and fats to your diet can also improve skin quality.
Advanced Level
I not only have KP, but years of scarring and redness (Post Inflammatory Erythema, or PIE) from picking at the bumps when I was younger. Laser treatments have almost 100% gotten rid of this and made my arms the smoothest and clearest they've been in almost two decades. However, these are pricey (for me, ~$200 a treatment and it took 4) and a serious time commitment. But if nothing else works, consider it.

Anyway, an electric razor will get it short to the point of being invisible (idk about the look if you have darker hair, though). You can still feel it if you run a hand over it, but, at least in my experience, anyone who you let do that aside from yourself is probably going to be okay with it all anyway. I use this guy, and it gets pretty damn smooth for the amount of effort it takes to use it (minimal). This is kind of typical for the 'foil' type razors, but I've never used a rotary so I can't speak for those. Nair is an option, for sure, but it gets a little too messy for me (and my skin is sensitive af so more often than not I just end up with temporary chemical burns), and I'd assume it's more expensive long-term than any razor. My personal favorite is just one of those double-sided safety razor things. Once you get the hang of it, it gives great results for not a whole lot of time. Definitely not as fast as an electric one, but a whooole lot smoother.
I'm guessing it means you can use it wet, or in the shower. I assume it's a cordless?

In all honesty, pubic hair isn’t meant to be waxed or shaved. It’s also something that is totally natural and normal. Having it doesn’t make you dirty but the porn-filled culture we live in makes us women feel that we have to be dolphins in order to be clean and sexy for men. You can be clean and sexy and attractive without shaving, ripping, or burning your hair off.
That being said, the best way to avoid razor bumps, the pain of waxing, and HS flare ups is to do nothing.
Obviously most women do some kind of grooming, myself included. I would recommend buying an electric razor like this and keeping your hair trimmed instead of completely shaved. You’ll get a close enough shave that you aren’t “hairy” but you’ll be bare enough to not get ingrowns, razor burn, etc.

This will get you a shave as close as you want. If I shave twice with it I find it actually is a bit too close. Razors are nice, but bottom line I look just as good and it takes me as long, maybe a little faster even. In the morning when I can barely get out of bed, I don't have to worry about cutting myself. Ever. The weird rotary ones are horrible and "pull" the hairs, but the foil shavers that are ~100+ work just as well and cost less (no cream/aftershave needed for me, just lotion). If I'm in a rush I can shave while brushing my teeth even.
A "foil" shaver is probably the closest cutting electric shaver. Like this or this.

Shave with razor in the morning, after exfoliating with a face brush. If you have a chance later in the day, use an electric razor and then reapply makeup.
I use an Electric shaver it does a good job and doesn't take as long but it's doesn't give me as close a shave.
With a cartridge razor I use Gilette Fusion Proglide.
This process takes a while but I get the best shave ever. And I use all art of shaving products. They're a little expensive but have great quality.
Several years back, I tried out the Braun one that's got the R2D2-looking base with the liquid cleaning cartridges in the bottom. The whole production. It was anything but cheap. It was essentially a prior generation of this thing.
I used it for a couple of months, then went back to the Mach 3 (it was ~2002 or so when I did this, if memory serves). I went DE about 4 years ago.
My beard grows fast. On the electric, I had 11am shadow. With a Mach 3, I'd start showing about 3 or 4pm. With the DE, I'm not noticeably stubbly until 7 or 8pm.

Normally I recommend people steer clear of shavers less than $80 USD. The exception to this is for teenagers/young adults whose beard has not fully come in yet. I am going to assume that when you call your beard "young" it is made up of softer hairs and is somewhat patchy? If so you will be able to get away with a lower end shaver.
Don't be put off by your brothers rotary, electric shavers should not be shared and if he has had it for a while the blades will have dulled according to his beard growth and shaving pattern which will always result in an inferior shave for another user. It is likely your brother has a lower model rotary or it is incredibly old if it got to the stage where it pulls/ discharges too quickly.
Now my experience is with united states models of electric shavers. However, most electric shaver manufactuers will re-release their products internationally with different names,colors and claims. This makes research an incredibly difficult task. By and large they are the same shavers however the included accessories often vary, however these have little impact on the shaving experience.
So for the purpose of my recommendations I am sticking with UK equivalents of the US models I have tested. If there is a shaver release unique to the UK then I am unable to comment on it.
If you want to give rotaries a go, the current starting point would be the Aquatouch (Our 5300). Even though lower models of Philips Norelco rotary will cut through younger hairs, their quality is suspect relative to the price.

If you want to go the more traditional route, a Braun Series 3 would be the best bet. While it struggles to cut through thicker, coarser hairs it will have little difficulty cutting through your beard. The next step down is a far inferior single blade shave for a minimal price drop.

Despite all this, electric shaving is not for everyone. Your skin and hair type is not your brothers and just because it works for him does not mean it will work for you. Then there is the break in period. Your skin and hair will need to "adjust" to the electric shaver. In the early days you may experience red blotches, skin irritation, missed hairs etc. This is all normal. It's not until 2-3 weeks of use that you will know if the electric shaver is right for you.

I am unfamiliar if this is also present on UK models but it essentially allows you to test a shaver for up to 60 days (varies from manufacturer) to find out if its right for you. Refund typically takes up to 8 weeks but it is a nice safety net to ensure you do not waste your money on a product you will never use again. Please research the satisfaction guarantee if you are interested, I do not know how it works in the UK.

This is what I use personally, will probably upgrade to the 5 series soon as I've had it for a few years now but works and absolute treat if you're using it everyday, used it for 7 months in Afghan as well with no problems. I wouldn't try and not shave over the weekend then use it on the Monday hence why I wet shave on the monday.

One time purchase, rechargeable, and no extra weird creams and whatnot and instructions for me to bungle my way through.
I personally use a foil electric razor. It gets realy close and cant accidentally cut my self. Plus it is faster, less messy and I can use it without a sink. If you are curious I got this one.

I have sensitive skin as well (and naturally, the hairs are coarse, so it eats razors for breakfast, lunch, and dinner). Three years ago, I picked up a Braun S3 with the Clean and Renew system and it works wonders, especially since the cleaning action helps preserve the cutting heads.

ETA: IME, the only way to truly deal with shaving issues, especially for sensitive skin is to have laser hair removal done. It's fairly inexpensive now and even to just thin out the hair is making irritation less. However, it is painful (ex. take a rubber band and snap it on your face...now repeat this 40 times or so), but I have no complaints as I don't have to deal with as much facial hair as I used to.
Invest in a good, expensive shaver. My brother prefers rotary shavers, but my and my dad prefer Braun foil-type shavers. This is my current shaver. At this price point, without exposing it to high or low temperatures it will last about a year, including blade and razor changes.

I have had a very rough relationship with my face throughout my teen and adult life. I started shaving with cheap electrics. That is what my father uses and I was never taught the art of shaving firsthand.
After going through several electrics I decided to go straight Man-Mode and subscribed to r/wicked_edge. I researched and watched a couple hours of instructional video. Picked out all the equipment to start my journey. It was a mess. It was a solid three weeks of shaving disaster. I would have to apply too much pressure to my face in order to get the hairs off. The cleaning cartridges are relatively cheap if you buy them in bulk. I have absolutely no complaints about this shaver. I am reaching 1 year of use without any problems.
