SSD: Personally I'd go Corsair MP510 over the Intel SSD.
Memory: Crucial Ballistix Sport LT 3200 C16 instead of the G.Skill memory. Same price but it will overclock better. Seriously, if you make one change, make this one.
HDD: 1 TB hard drive is a waste of money.
PSU: Can you wait for like a month? I've picked up Gold and Platinum PSUs for $60 after rebate during the holiday sales. The price of that PSU does not look good to me. I'd probably look at what the difference in cost is for a Gold or Platinum PSU from Seasonic or EVGA.
Monitor: I'd recommend going with AOC C24G1 over that Dell monitor. C24G1 is also 144 Hz freesync, but it has a VA panel which has much better contrast. Unlike most VA panel the response time is still pretty good on it, and the additional contrast really does a lot for image quality. I'll never own an IPS or TN monitor again. Here's a review of the C24G1.
If you can afford another $150 then the LG32GK650F is also a substantial step up in terms of size and resolution. Although response time isn't quite as good, it's still pretty good.
Mouse/Keyboard: The mouse/keyboard come down a lot to personal preference. If you have a Best Buy/Fry's/Microcenter near you, you may want to have your friend go down and try out some mice and keyboards for himself. Maybe he wants to go wireless, as well.
Cable: The monitor should come with a cable. I wouldn't waste money on a cable unless the included cable isn't good enough.
GPU: If you're trying to make an economical build you should just get a 5700 non-XT and then do a soft power table mod to unlock it to 5700 XT. There is basically no risk at all, and the end result will be almost as fast for $50 less.

MSI X370 XPOWER GAMING TITANIUM - Most expensive. I'd probably pass on this one personally, too expensive for the features on offer.
ASUS Crosshair VI Hero - Second most expensive, but probably the best one out of the ones up for pre-order on Amazon. 12 phase power design, decent feature set.
MSI X370 GAMING PRO CARBON - Quite a bit cheaper. Seems like a fairly decent board. 10 phase power design, claims support for 3200MHz(OC) RAM. Pretty decent feature set.
ASUS Prime X370-Pro - Cheaper again, and again a 10 phase power design. Supports 2666MHz RAM, but may well OC higher. A fairly nice feature set as well.
There are a few B350s available as well, but I personally wouldn't go for one as they're a bit of an unknown right now in terms of OC capabilities.
The best cheap mid end cooler is the Scythe Mugan 5 Rev B for $45-50. The next step up would be the $55 Thermalright Macho Rev C. Both coolers weigh about the same same (Without the fan: 720g for Thermalright vs 750g for Scythe) but the Thermalright has a 140mm fan at 1500RPM vs 120mm at 1200RPM on the Scythe so the extra airflow should help it pull ahead a bit but you should be happy with either while saving a good $30-40 over the more expensive DRP4 or NH-D15 (I own a NH-D15 btw).

BTW, both the DRP4 and NH-D15 will run within 1-2C and 1-2dB of eachother so you are mostly paying for looks and warranty with the Noctua having a 7yr and DRP4 having a 3yr.

Any of the coolers you were looking at or I listed will all be effectively silent and all will be able to OC to about the same levels. The CPU itself is $185-200 so I cannot recommend a $80+ cooler and if I were to make a new build right now I would stick with the Mugan or Macho unless I went for a i9 9900k/R9 3900x. I don't recommend watercooling but if you wanted it you should look at the new Arctic Liquid Freezer II which is $90 for 280mm and $76 for 240mm and recent reviews put them above all other 240mm and 280mm coolers.

If you don't care to OC your memory (which you should, it makes a pretty big difference and is incredibly safe) as long as you get a 3200-3600 mhz kit with decent timings you'll be alright.
If you do want to tweak your memory in the future, there are plenty of sick deals on 16GB of memory right now.
This Crucial Ballistix kit contains Micron Rev E chips inside of it, and these overclock VERY easily to 3600-3800 cl18 depending on what your cpu can handle. Absolutely amazing sticks for the price, and I'd recommend you pick them up even if you don't tune your memory right now.
For a little extra you can pick up an even faster kit, this patriot viper steel 4133 kit. It contains Samsung b die chips, the most sought after for overclocking and should do much tighter timings than the Ballistix, and for $94 the value is great.
If/when you tune your memory expect anywhere from 15-20% boosts in 1% lows/average fps which improves the smoothness of your game a ton. Here's a great guide on how to do it when you're inclined.
QVL hasn't mattered in my experience.
The MX500 is a great SSD (I have two), but you'll want to go with an NVMe M.2 drive for your primary boot device.
Amazon has the Sabrent Rocket 1TB for $110. It's one of the best bang for the buck PCI Express 3.0 x4 M.2 drives. Similar Phison E12 controller based drives include the $105 Inland Premium 1TB or Corsair's $125 Force MP510 1TB. These are essentially "template" drives using a common firmware, and will generally perform about the same.
Cost is identical, you gain much higher linear read/write rates, higher IOPS and (marginally) lower access latency. It's also a cleaner installation since it mounts directly to the motherboard.
Edit: Some newer drives utilize PCI Express 4.0 x4 connections to enable higher read/write transfer rates on your X570 platform. Very useful for some tasks (eg, linear video editing), but for most tasks don't offer a massive upgrade from current PCI Express 3.0 x4 drives. Add in the extra expensive (1TB starts at ~$175) and it's tough to recommend for most non power-users at this time.
Stupid Question on 2600X and 2700X.
As I understand it (src1, src2) the X varieties of these CPUS will attempt to overclock themselves by evaluating run time conditions, using XFR2 and PB2. PBO2 is additionally available but will void the warranty.

Right now the 2600X is within $20 dollars of the 2600 - so money can be spent on a separate air cooler ($10-$30) if there is some reasonable price/performance of the cooler with or without PBO. Where as the 2700X ($299) even with a recent coupon ($270) is $50 more than the 2700 ($220) which is $40 more than the 2600X ($180). The cost of the 2700X would seem to be out of line, as it essentially better binned 2600X . Again correct me about this - as it seems the 2600 line is just a 2700 with a disabled core.

Also I am seriously thinking about a 40x40 IC thermal Pad for $13 or a 38x38 TG Carbonaut pad if someone knows where they can be bought in the US market, which would come out of the cooler budget above. Convenience of not having to reapply thermal paste 24-36 months from now, and guarantee of uniformity of heat transfer would seem to justify the pad as an extra vs bundled pastes if any.
Get a cheaper 1TB NVMe. You don't need gen 4 and it's nearly double the cost right now. The SX8200 PRO 1tb is on sale at Newegg, at least in the US.. But even something like this is a solid option!
For motherboards, I like the MEG ACE and VIII Hero. I opted for the Hero, personally.. All X570 boards are nice so just get the one with the feature set you like the most. The Phantom Gaming X is very nice as well! Good cheaper options include the Strix, Pro Carbon, Edge and Gigabyte Aorus boards..
RAM, I suggest you get a decent 3600MHz kit.. If you go lower I would overclock it but it looks like RAM isn't as important this time around but I wouldn't get less than 3200MHz..
Personally, I have some graphite thermal pads coming tomorrow. My thinking was that they should cover the entire IHS completely and help spread the heat away from the one hotspot under the core. I'm currently using IC Diamond, but the stuff was pretty old, and was pretty hard to get onto the CPU, since it kept just sticking to the end of the tube. I got a maximum of 75C on my 3700x with an H105, so I'm hoping that pad helps.
The other 3 youtubers got better performance than the NITRO on the STRIX. This Friday, Strix is on sale at a local massive Canadian Store chain.

Personally I'm just waiting on an X370 motherboard and R7 1800X CPU. Currently have a RX480 (provided in list anyway) as a tie over until Vega. Also preordered the AM4 mounting kit for the NH-D15. Alternatively, you can preorder the special edition AM4 model, but I prefer the versatility of all sockets. The 1300w PSU is way overkill, but I wanted to leave myself the possiblity of a second vega years down the line to scale perf when mgpu and DX12 become more mainstream. I was also creating the possibility of water cooling. Either way, its got a 10yr warranty so should be good all the way until the tech doesn't matter anymore. Bought these all over the last week or so :)

A 200GE would be better. It's a bit less powerful but it comes with integrated graphics (like a GT 730, more or less) it's a modern processor and it consumes far less electricity. AMD is about to release the newer version, so it may go down in price soon:

This. It has integrated graphics so still no need for a GPU but this is even cheaper. You stated that it's for surfing the net only, correct? This will cut it. I'm sure it can do ultra light gaming too. But I'd recommend Ryzen series for gaming if you were to do it.

Idk, Noctua is being pretty fair and considerate. Not really happy with other companies right now since I was contemplating buying a NZXT AIO but if their brackets aren't coming out till Mid-March then forget about it.
I haven't seen much evidence that an AIO pump can actually scale to a radiator of that size. 240mm seems to be the sweet spot, or you can use a 280 if your ears are sensitive to fan noise (bigger fans can move the same amount of air while rotating at a lower RPM). If you want to go bigger than that, you'll need a custom open loop to get meaningfully better thermals.
Meanwhile, an AIO cooler isn't even necessarily worth the premium versus a high-quality air cooler, the latter of which has no pumps that can fail or coolant that can leak. A Thermalright Macho or Scythe Mugen will perform very well, for much less than a comparable 240 AIO.
Just make sure that the heatsink isn't blocked by tall RAM sticks. If you have those, you'll need something like the Fuma 2.

CPU Cooler: while noctua is great and all , i personally think the NH-U12S is a waste of money at that price point, just use the stock cooler that comes with your ryzen cpu for a while and save those 70$ towards a noctua nh-u12a or a Noctua NH-D15 (Comes in black variant too now).
Motherboard: can't really recommend one , but instead i urge you to to look at this am4 motherboard list here they all have their own pros and cons, nothing is perfect :^)
XFX makes the best RX480, although if your budget allows for it I would spend an extra $40~ and get a FuryX. Cooling problem solved, and you have a lot of potential down the road.

The good news, creating my own substrate out of thermal pads and the use of a graphite pad was EXTREMELY effective, but also quite risky in the channels of the DIE and HBM. You can see closely that the silicon has chipped off after a couple of times I dug out my DIY substrate with metal tweezers. This was my resolution for about a week and you can see my largest problem here is board warp from my custom mount. I was working to fix this warping so my mounting pressure was even and this is when I was not paying attention as mis-assembled the water block mount.

YMMV, I would recommend a 1.5mm pad for the surround. The channel needs to be vertically installed and 1.0mm was good for me but installation must be meticulous. Several cuts for the channels should be made to optimize single installation, correct height with no overlap and appropriate top-to-bottom coverage. Do not use a metal pick/tweezers, cut a Q-Tip at an angle to create a channel clearing device https://i.imgur.com/uvmWLrW.jpg. Protect your chip giblits with the Polyimide tape or nail polish, preferred over cutting the thermal pad, the extra pad is desired for mounting variability.

The best advice I can give is to build a desktop for gaming and have a low power laptop for mobility if you need to use a computer on the move. AMD based laptops are usually a bad idea as the performance per watt is poor compared to Nvidia cards. So you get a thick, loud, and Hot laptop with poor battery life for more money than an nvidia based laptop.

I'm using the Mugen 5 scythe rev. B instead of the stock cooler. On the Ryzen Master stress test, 100% load all cores, I reach 81 degrees with all cores at 4075 Mhz with PBO on. I'll keep an eye out in games to see what temps/clocks I reach during normal loads.
I've seen Fury X lower than Fury now and then. This XFX Fury X from amazon, for example, is currently $460USD
Having said that, you could also hang around /r/hardwareswap and look for lightly used ones. I see over there someone selling two Fury X for $650 or $350 each. This seems like a reasonable price to pay until Vega - you can then sell the Fury and get something back, not sure how much it might go for then, but you'll pretty much be sure to get something.
Sapphire is selling theirs to for the same price but no backplate I don't see why anyone would get it over the XFX though.

Hell, it wasn't even listed as "RX VEGA 56", it went by a model number and the graphics coprocessor on the product page listed the card as a " Radeon R9 Fury X ", but the item model number correctly points to a RX VEGA 56. Managed to snag one, we'll see if it ever ships.

amazon is likely to have higher than msrp, regardless. why? history. fury x $30 above msrp at $679.99. how much will it be for vega,? not sure. is it for sure going to happen with vega? no guarantee but i'd say likely.
however, i'd say the sky already fell when the FE came out and showed us what we all feared: amd will not compete with halo nvidia like they have in the past.
after that it's all somewhat minor issues now.

if starting at intel G4400 (a crappy experience), you're only talking $120 for double the cpu power plus dgpu. you'd spend more than that upgrading the shitty machine in a couple years, meanwhile the amd would still be holding its ground. i agree some would think they'd prefer the G4400 but it'll fall short of expectations and they'll want to replace it sooner than they might think, thus the short term saving becomes a long term loss.
if you start with a more and more reasonable intel cpu, the price to go double the power with amd drops to $50 in the low-mid range, and becomes $0 or cheaper at the mid and high ranges.

You just missed This Fury X for 308$, Maybe look into a normal fury, This Fury was 256$ yesterday, maybe keep an eye on these 2 for a couple days, they might drop again.
