Next to installing the most recent macOS version it can run, as described above, you can also add more RAM to it and replace the internal HDD with an SSD!
The RAM upgrade is very easy to do. The iMac 2008 supports up to 6 GB RAM (1 x 4 GB RAM module, 1 x 2 GB RAM module). It has two RAM slots, meaning two RAM modules in total will fit in. A higher total amount than 6 GB RAM won't work due to a limitation in the logic board.

I also had a mechanical keyboard, display, and magic mouse prior to the build. So maybe plan on 1200-1300 if you need to buy those and the extra SSD as well. The reviews definitely show a fluctuation but I would highly doubt your 5400rpm HDD is faster than the SSD. The I/O alone on the SSD is is immensely higher.
You definitely want an SSD now that prices have dropped. Your load times will drop significantly. You can get a 1TB for $99. Even if you have a decent amount of games, 1TB should be sufficient. Anything over 2TB is overkill assuming it's going to be external. Remember you will still have the internal storage.
I suggest launching Activity Monitor and see if there are any applications or tasks that are sapping the performance of your computer. Check for high CPU or memory usage. Not sure about Etrecheck, but you can also give Malwarebytes a run to see if you've got anything malicious on your hard drive.
Also, a 5400RPM hard drive is as slow of an internal storage device you can get nowadays. If you really want to crank things up, now is the time, as Sandisk products are on sale at Amazon. A 1TB SSD drive will cost you only a C-note right now. Going from hard drive to SSD will literally make you feel like it's a brand new computer all over again.

Everything else looks great! If you don't want to upgrade the gpu it wouldn't be an issue, but the samsung SSD's are pretty expensive and you can find very similar performance for much less.

I see some others on here recommending a higher wattage PSU. I disagree, you don't have a huge power draw 500 W should be fine. Just make sure you get one with a good reputation. Bad PSU's can burst into flames and fry your computer.
I’ve always used Samsung ssds and have never had a problem with them, they are maybe £20 more than some cheaper options but are regularly on sale. I will always recommend Samsung ssds to friends/family

1 ) Do not worry about Hard Drive space. You mentioned that "Shes a genealogist and saves lots of documents and photos.". Hard Drives are unreliable, especially in laptops. A simple bump can cause the hard drive to fail and would leave her devastated.
Ideally she should have this on cloud storage or an SSD (Solid State Drive which is tremendously faster and more reliable than a Hard Disk Drive. For about $100 you can get a quality 1TB SSD (a thousand gigs). Even less for a still decent one. These can be installed inside the computer, or in an external enclosure and used just like a Flash Drive / External Hard Drive. Using it externally keeps the computer free of clutter, and lets her take the files to any computer. Installing it in most laptops is not difficult. Buying a laptop with more GBs will otherwise result in you paying hundreds more.
2) Look for a quality LCD screen. An IPS LCD will be an excellent choice and will be very easy for her to read. Higher resolutions (at least 1080p) will ensure that text is sharp. A 15.6" laptop is a great size for elderly people. 14" is more portable however. Make sure the screen is durable, hinge failure is surprisingly durable - it shouldn't wiggle too easily, pressing the back of the screen shouldn't cause the image to distort.
3) Make sure the keyboard and mouse are ones she's comfortable using. These are not viable to change and can make any laptop extremely infuriating.
I would recommend buying a 500gb SSD then buying an HDD to store other games. You want to keep your SSD less than 70% full so that's why I like to go that route. I paid I think it was £110 for a 120gb at a convention so many years ago, I can't even begin to think how anybody ever used a hard drive. The speed difference is enough to make some people insane.

It's about twice the price but the extra speed and reliability is worth it.
If you want a hard drive anyways any drive will do except for a Seagate. Seagate has terrible reliability issues in server drives.

I'm going to be honest here and say I've never bought or worked with hybrid drives. From my understanding there okay, but at large data processing they are no different as it's mainly the cache that's bigger and that's the ssd part (I could be wrong!)
Personally I know that the market for SSDs are poor they are a dying market dropping nonstop however the price margin is small so they wont fluctuate as much but in long term they will go down as newer and better ones come out.

SSD is very nice especially if you play games like Star Citizen. In fact SSD is required for Star Citizen.
