You can buy a wide range of "emergency lighting" products for this purpose, which charge when there is power and illuminate when there isn't. Many of them are built into the wall or stay semi-permanently plugged into an outlet. Example. More portable example. The second one is almost exactly what you want (it's literally designed for your use case), but it isn't that fantastic by "quality flashlight" standards.

In terms of a flashlight that looks, works, and lasts as well as the good ones we recommend here... I'm not sure.
I know 90% of USB-charge lights will not light while charging. Since they drain power faster than the charger can provide it, they don't want to confuse people when the battery never fills. There are tons of great options with that behavior, such as Armytek Wizard models. But I do not know if they'll automatically come back on when power is lost.

STI makes vinyl-coated wire cages for various purposes. For any cameras requiring battery changes, it might be necessary to modify cages with some sort of padlock:

Hiding the cameras in a well-secured birdhouse or similar enclosure might work. Wish the manufacturers would all come up with a rock solid way to get all the cameras locked down.

The shop webrelay can mimic what the doorbell relay state is.

Then, for your phone call, tasker HTTP event can also trigger the shop webrelay.

...advantage is that all of this works fast, without any IoT nonsense or a working internet connection (which is a liability/dependency/single point of failure in my opinion)
