FYI you can get fallout 3 GOTY edition for the same price as 1600 points (the cost of just 4 dlc if you have gold), both are $19.96. So I'd save those points for something else.

So for the same cost as 4 dlc, you get the whole game and all 5 dlc. Then just resell your non GOTY copy.

Yes, I did this myself--bought 5 gift cards, redeemed them all and then ordered the console through the website with my MS account balance. (Although I purchased the cards from Amazon, they look to be completely the same item and I'm fairly sure they are.)

In the description it states "Redeem your code to your U.S. Microsoft account." Your MS "Money and Gift Card" balance that the card applies to is visible here, which is what you use to make purchases from the online storefront (Xbox One X for sale here).

Couple things could be at play here:
