So I don't know if you're still looking for advice on this topic, but I figured, I have an honest suggestion that requires about $20-30 USD -- buy a cheap gaming mouse that has extra buttons! Like, seriously, I realized that having the extra buttons made firefights much more manageable, since I usually map my powers to the extra mouse buttons. This way, you can configure 1-4 as your consumable patch, and use the mouse to fire off powers like there's no tomorrow. The mouse I personally use is this one: Logitech G300s Wired :D If mapping the consumables to the mouse sounds more up your alley, you can do that, too -- the two extra buttons on either side of the mouse should suffice. Best part -- if the mouse buttons don't work for this game, I'm sure they've gotta come in handy for other games -- sometimes, I fumble the grenade and melee commands in certain games, so having them on the mouse helps to eliminate confusion.

I swear I wasn't paid by anyone to promote this product -- I just thought I'd suggest it to help with your issue. I understand that reality, as well -- nothing like fumbling for the first aid pack and hitting the ammo consumable instead! Heh. Hope this works!

A little on the cheap side to look at but super comfortable to wear, sound is good, never had complaints about the mic, and the price is right.
You might want to read this book and you might come to a slightly altered conclusion. Same end result yes, but the method emphasized more on absolute surprise on the German's part than the alleged French 'surrendermongering'.
Thought I would share that thought. It's quite an amazing read, especially if you believe the myth of Nazi Germany being an economic powerhouse.
Get the Zalman Clip-on Mic for less than $10. It's quality is perfectly fine - great, if you consider the price.
Then, spend the rest of your budget on even better headphones than you would have gotten had you gotten a heaset with included mic.
Just get decent headphones and a cheap mic. Can cost less then $50. This mic and these headphones are good. I play TF2 competitively, and headphones+mic are pretty much always recommended over a headset. Plus, you can use the headphones as headphones to listen to music, whereas most headsets are USB only, locking the headset use into just being a headset.
One of my top faves atm. Another is the bobiverse series. It's been pretty entertaining and has a similar humor, but not quite as over the top.
I've been using this Yapster headset, which is $15 and works like a goddamn dream in every voice-related program I've used it with thus far. (Works with the in-game system just fine, though I honestly use Skype instead.)

I've got this keyboard and this mouse.
For bindings I have melee on the "back" thumb mouse button, voice chat on the middle thumb button (which makes it really hard to talk while playing melee slayer actually), and missile launcher on the "forward" one. Then I have medigel on left alt, ops pack on Z, and ammo pack on C.

I accept that you were explaining the rationale of BioWare, but that last bit sounds like you're actually defending their decision to exclude it. Text chat is a mainstay of PC multiplayer games for both social and tactical use. Not every PC player can afford or wants to bother with a mic.
Text pads (PS3 and XBox) are cheaper than a decent headset mic. If console gamers were expected to own them to communicate in a popular game, I imagine they would be pretty upset and demand voice chat.
This is why you buy keyboards that literally let you press every key at the same time with all of them registering

I don't know about list price, but boxed PC copies have been at or below $20 for a while now. Heck amazon has boxed copies of ME3 for PC for $11.45 shipped at the moment.
I have a laptop I plug into a 30-33" tv (I don't remember exact size) on my desk when I'm done working. I use this cheap keyboard and the Taipan. I got a washable keyboard after hating this one.
Medigel is set to middle mouse button, ops packs to back-left, thermal clips to button behind the scroll wheel, missles to 5 (no shortcuts).
Skill 1 is set to Q, 2 to E, 3 to V and the back-left mouse button. The two right mouse buttons are for scripts (spacebar to stay alive, tested one with the Mattock).
