Your solution is security license plate bolts + cover. The bolts will prevent almost anyone from removing the plate, unless they carry a security torx bit set, and the cover will deter 99% of people from attempting to remove the sticker. Who's going to try cracking the cover to get to the sticker?

I have a Torx security screw set like this one.

I have had that happen a few times, you can buy anti-theft fasteners for your license plate. I used some, and they worked, since you take away the easy convince of stealing the tag. This one seems like a good choice, just don't lose the device you use to attach it.

If someone really wants it, they will probably just rip it off, but you at least can prevent the lazy thieves from taking it.

There's a $10 kit on Amazon specifically for Subaru. It worked great getting it on. The rubber was a really good idea though. I'll have to get some!

I'm thinking there are supposed to be plastic threaded inserts in the square holes. Not exactly these, but something like these - https://www.amazon.com/Dorman-785-166-License-Plate-Fasteners/dp/B00DE964TA

But one of those square holes is broken, which may prove difficult to mount a plastic insert in it. If I am correct about the plastic threaded insert, you will have to come up with a solution to secure them in hole...epoxy?
