These are way easier to use for light to medium duty jobs. You drill the hole and then just fold and insert the anchor into the wall (where it stays put). Then you have both hands free to assemble screws, washers and brackets without worrying about the anchor falling into the wall.

Follow the directions about what size drill bit. You won’t need masonry bit for plaster.
Yes generally you shouldn't use a drill for it because it is so easy to overtighten. As I said I bought a tool for it, similar to this one:

but even with that tool you first have to do a testrun and see how hard you should pull on the handle. It is a bit fidgety but quite strong when done correctly.
My wife recently got an ebike so both for ease of charging and security and I made her a lean to bike shelter. So now her bike is secured by a deadbolted door (albeit a pretty lightweight one) and and locked to the wall of the house with a wall anchor with her u-lock.
The store you link to would protect your bike from the weather but all that well from thieves. I doubt it would be much of a challenge to for the doors of that shelter. But if you cut a hole in the rear wall or floor so that you could fix a ground or wall anchor it should provide about as much protection as can be had in a lightweight outbuilding.
I'm a huge fan of the Toggler brand anchors when I can't screw into a stud. You can find them at Home Depot as well.

No worries if they are metal studs. Just find the center of the stud and go through it with a step bit, pop in some toggle bolts and secure the bracket to the wall with the provided screws
The mounts themselves are nice, but I do recommend getting better wall anchors, the ones they give you are shit. I ordered and used these.

These have been my favorite for a long time. Some Azome buyers have had a bad experience, but I would go to a regular branded hardware store and be sure you aren't getting a cheap knock off.
If you want something snapcap-like to stick in the chamber of a .22LR so you can dry-fire without hurting the firing pin or chamber, get a box of 4-6-8 X 7/8-Inch Plastic Screw Anchors.
It takes the same 10s of shots to ruin the rim on them as "real" .22 snapcaps that cost an order of magnitude more, it's soft enough that even if you really fuck up nothing will get hurt, and they'll usually even feed from a magazine.

You are using a hammer drill and are unable to penetrate the concrete? Maybe try starting at a smaller size (like 1/4") and working your way up.
Or maybe there is something wrong with your hammer drill? It sounds stupid, but make sure the hammer motion is on and you are drilling in the right direction.
The other option which should be fine, although it would be better to anchor in the concrete: Just use the plastic drywall anchors, like these guys:

It sounds like you have about an inch and one eighth before you hit concrete. You may need to snip off a tiny bit to get them to go all the way in.

The plastic anchor will not work with plaster walls.
For that picture, I would attach a wire between the two hangers on the back of the frame, so you only need one hook in the wall.
You can use a molly bolt or toggle bolt if you are really worried about the weight.
I haven’t done it, but some people apparently put these in their gun to act as snap caps when dry firing.

The advantage to using these would be that The majority (all?) of “real” 22LR snap caps will eventually get dented from Firing pin strikes to the point that they are no longer serving the intended purpose. These screw anchors are disposable, so you just toss them when the rim becomes dented from your firing pin.

And you're saying I can use toggle bolts wherever on the wall even if there isn't a stud? That's awesome. The shades are a bit heavy but I'm not going to be putting my weight on them. So if I can just put those anchors in anywhere I'd be pretty satisfied with that as a solution. Also as a sidenote, I also ordered this. There's nothing in here that can freely support the curtains and curtain rod right?
A half inch hole seems a bit excessive for a 15lb mirror. The anchor you linked is like for hanging utility shelving. It will work, but it's pretty overkill.
For smaller stuff like this, I tend to use these sorts of anchors.
Your wall will be fine (regarding the structural integrity of your house). But will it be strong enough to old your TV? I don't have enough information. If I understand correctly, with the information you provided us, i'm pretty sure your wall isn't only concrete, this type of wall is usually made with wood, metallic meshing with a poor quality concrete.
How thick the wall is?

You drill a hole, stick the metal base into the wall, and pull a plastic tab tight to the wall. Then cut the plastic wings, and you have a reusable threaded piece of metal permanently hanging on the wall. When you move the mirror and want to patch it, hit it with a screwdriver and a hammer and it will fall into the wall cleanly.
It's nice because you can take the hardware out as much as you need and the anchor will remain in place and reusable.

You don't really need to find studs for mounting the lighthouses, although that is the simplest installation. Since the lighthouses are fairly light, drywall anchors similar to these will be more than strong enough to hold them if the ideal location doesn't happen to be near a stud.
For the size you describe (1lb) small universal wall anchors will be fine. Just the small push-in plastic anchor with matching screw. Leave the masonry bit up to the buyer. Something like the yellow ones in this kit:
