I agree on the "point of use" filtration for the reason you mentioned and because I change my apartment frequently. As such, I need a mobile solution such as those small filters.
For my balding, I'm working into multiple solutions to slow it down, the cleanness of my bathing water is one of them.
Speakman. Used it in a hotel, immediately looked up where to get one. I grew up in an older house with an absolute firehose of a showerhead - probably something like 10 GPM. Every single showerhead I'd used since was a low-flo, eco-friendly, builder's special and compared to the shower I grew up with, felt like I was being dribbled on by a pack of incontinent lap dogs. I'd shower for ages and never feel clean.

OP - you could get a portable showerhead, it's a rubber hose that has a fixture that slips over the bath faucet, if you have a bathtub. I wouldn't use it to wash your whole body, but for intimate washing it'd be suitable.

A water saving showerhead costs about $15 and reduces the flow enough that most water heaters can provide unlimited hot water. Also they have a button that you can stop the water without screwing up your hot/cold knobs.
It's a great shower, nicely misted. I don't miss the wasted water.
EDIT: This is the show head I have and love As a note, you can push the button "half way" and reduce the water flow to under 1 gallon per minute.
I'm in a rental and I installed a shower-head only filter that just screwed onto the existing shower head (and you can set the existing provided shower head aside and reattach when you move out) I found it on Amazon, it's this one "Aquasana A1-4100".

The trick is to remove the two layers of low-flow restrictors in the head. Originally I removed one and it was okay, but once I got the second one out of there, it was just amazing pressure.
Now all you need is a manly shower head and you'll have the best shower of your life.

I question the 'hot' water claim, my guess is warm at best. I keep one of these in the boot and leave it in the sun when I park. Toss it on the roof or bungee to a tree for an 'at least not shocking cold' camp shower and have $285. to spend on a few nylon fittings and a hose with a showerhead.

Maybe invest in a bigger shower head, one with an arm that makes water fall straight down. It's a lot better at getting two people wet/warm because the water isn't being sprayed from one side and coverage is better due to larger head.
There are filters you can buy for the shower, such as this one. It won't be perfect, but it will help to filter some of the impurities out of the water.
I have the same issue, just opposite places. The water at home is very friendly to my hair and skin, but when I go home, my hair dries out, my scalp dries out, and my face turns to broken-out sandpaper. Filters help marginally, but nothing replaces a better water source/better filtered water.

It is to tighten nuts. It goes around the bottom of a faucet underneath the sink. There is a long brass threaded rod that you need to tighten a nut down on to hold the faucet in place. That works better than a wrench or pliers due to the cramped quarters. Source: I just replaced my sink last month. Edit: found one for an example.

I grew up in Seattle and live in the California Central Valley where most neighborhoods have hard water. We've tested our home and the tests don't come back as hard but I can still tell the difference - I think I am spoiled from Pacific Northwest water. Couldn't justify the expensive cost of getting a softener for the house when we technically don't have hard water but I did buy a water softening shower head and it has made a HUGE difference for me!
This is the one I purchased in 2014 and have used it since. The price has gone up since then but I'd pay for it all over again!

I'm thinking about trying an in-line shower water filter. Kind of like how you can buy custom showerheads, some of them come with filters. I have similar issues and after switching up my shampoos/cleansers and treatments I'm beginning to suspect the water more and more.

if you do get a hand held thing, or these are really good too, id also recommend replacing whatever this pipe is called with a regular straight pipe, maybe 3-5 inches long, with "male" threads on both ends.

and i wouldnt bother replacing it with chrome, you hardly see it. i just got black iron. it'll cost about a dollar. get some plumbers tape too. that'll be like 50 cents. the pipe will look sorta like this when youre done

Under $20! I got this cheap Sprite water filter because it fit my shower and they have it at my nearby Lowe's. There are tons of cheap well-reviewed ones on Amazon.
It's unlikely that the spout has a screw-in aerator (that would be too easy). You may be able to use a rubber wand connector like this. Third option would be to remove the spout and plumb in a wand connector (some unscrew, others have a set screw, some just pull off).
The real issue is that the tub deck aren't made for pooling water. You'll need a curtain that drops inside the tub.

I like it so far. Granted you do have to charge it but for me the charge lasts a week or even more. The phone is able to connect from about 15 feet away while its on the charger in my bedroom.
Pros and Cons:
Pro: Super simple install, looks pretty good (no random speaker hanging out), battery last a long time, is surprisingly loud.
Con: The shower head itself doesn't have any kind of spray adjustments, you do have to charge the speaker (as opposed to being powered or having unpowered speakers), and of course the price is a little steep.
What about chlorine? I suspect my chlorinated water is why my hair is dry and frizzy no matter what I do. Pools wreck it too.

Nothing new... i've been using the same shower head for 8 years, its got a shutoff built in so you can turn down or stop the spray as needed, it puts out an incredible amount of pressure (even if your water pressure sucks) and is 100% Metal, not cheap plastic.

Take it to your local hardware/plumbing place and get a long straight piece that will screw into the top bit, bonus points if they can bend it for you, or buy a curved bit. While there pick out a nice showerhead.

You replace the whole showerhead and there's a filter inside. This one is a "rain" style shower but obviously depending on the configuration of your bathroom you may want a different style (since the water on mine basically falls straight down).
Especially when I lived in a place with very hard water, I would get itchy legs after shaving and would see the effects in my hair. Oddly it has never bothered my face too much but I would imagine you can find something like this for your sink too!

I've considered a shower filter, and was actually going to make a post here about what to look for in a a shower filter. I need to find a handheld showerhead filter like so, but I don't know what qualities to look for in terms of the filter itself.
My hair wouldn't be quite long enough to do a french braid, I don't think. My topmost layer of hair only hangs naturally just below my ear. Pulled straight, it's about chin length. For now, I just put it up in a folded-over bun/tail when I want to get it up and out of my way, and/or combined with a cap.
AS fro the pillowcases, I have a couple of satin-y pillow cases that I change out regularily. I don't know that they're technically satin, as they're polyester, but I am on the hunt for a whole new set of bed sheets, and with the warmer weather, I'm looking for silk/satin.
Going natural is definitely a lot more work, I agree. I remember when I had short hair, I could wake up, shower, and be done with it. Now, with longer hair, it takes a lot more time. Going one step above that and going for natural hair care, I spend more time on my hair these days than my s/o does!
FYI, I was going to wash my hair today, but instead I gave it a good BBB and applied some cornstarch. That stuff really does work wonders. I guess my other concern with it is if it will cause too much oil to be washed out of my hair when it comes time to wash it. When I wash my hair with W.O., there is obviously still a light coating of oil remaining on my hair afterwords. If the oil is being soaked up by a product, will my hair be dry after washing it out?
I bought the Culligan one for my shower. To be honest, I haven't noticed any difference. We even got a water softener installed for the whole house and I still have not noticed any difference in either my skin or hair. I mainly got the filter for my hair because I was hoping it would reduce the frizz, but it hasn't done that either.
The only thing noticeable is how it feels to wash my hands. It feels soft, almost like you're not getting the soap all the way off.

It seems like most filter showerheads only tackle chlorine, but there seems to be some that may be able to help. Some of the reviews even specified that they have hard water. Have you asked your landlord about softening the water?
This Culligan shower head is the one we use. It may be available in Target, and refills ($12 on Amazon) are supposed to last six months but we change it sooner since we know we have really hard water. I have taken a shower without this shower head a few times, and every time my hair feels more frizzy and my skin feels dry. We have noticed less breakouts and nicer skin overall when we use the filtered water. It may be a small investment, but having good water really makes your shampoo and conditioner work better, especially if you are paying for higher quality stuff! Best of luck :)
Bleach blonde here. After years of living with water at normal pH levels and healthy, thick, bleached (yes, bleached!) hair down to my back, I moved into a different apartment in NYC with what I had no idea was extremely hard water. I couldn't understand why my usually bright and sunny blonde was turning dull and brassy. And since it happened so gradually, I didn't realize that my approx. 22" long locks had whittled down to a whispy, uneven, broken and damaged 15" or so. STILL not realizing it was the water and not my shampoo/diet/colorist, I resorted to extensions. I eventually made the connection (about $5k worth of extensions later) that it was the hard water flowing through the ancient, rusty pipes of my 1905-built townhouse. Enter, the Aquasana (cue the heavenly lights/angelic choir)

It can get a bit pricey to refill, depending on how bad your water is. They say they are supposed to last six months but I end up changing every 3-4, probably because I have a serious phobia of hard water now.
I also live in Southern California and getting a shower head with a filter (this one in particular, although they have one without the hose that's $30) really helped with the hard water and skin dryness. I use micellar water (Simple brand is good) to clean my face so no sink tap water. Humidifiers make a huge difference for your skin in the winter, too.

I have tried a number of "great" shower heads and almost all of them are trying to do way too much and end up failing at getting you wet quickly and with enough force to feel like they are actually washing away shampoo / soap etc. Or they suck until you remove the flow restrictor and then feel you bad about how much water you're using. If you are looking for a wand style head this won't help, but the one and only shower head I can recommend is the Speakman Anystream S-2005-HB. It isn't a super environmentally friendly 1.0 gpm low flow shower head (it is 2.5 gpm) but I find that I can take dramatically shorter showers than with any other shower head and I don't have to remove the restrictor.
