It's not as important as a really bright light, but it's better than nothing.
I have quite a bit of experience with retroreflective material. You don't need to worry about IR wavelengths as all visible light retroreflectors (generally beads or corner cubes) will work (almost) just as well for near infrared wavelengths.You can buy some paints that have some retroreflective beads in it, but they're not remotely strong enough to really do what you want. Most of the beads are totally coated with paint, so you end up with really poor coverage.You could buy some retroreflective beads and glue them onto your arrows (lying right at the surface of the glue), but unless you did a lot of experimentation, I'm guessing the durability would be really disappointing.The absolute best retroreflectors are corner cubes, but they need an air gap meaning that small regions have to be sealed all the way around the edges to prevent water ingress. Even the smallest sliver of this tape will reflect back to the light's source, although I don't know if this particular tape is thin enough and the adhesive strong enough to really pull down on a tightly curved shaft. Honestly, I'd stick it down with some epoxy or superglue if it didn't obviously conform.
I've had some of this tape (or a similar beaded version) on my bicycling shoes for years. Bits have rubbed off and it looks ragged since I heavily use the toes and heals to push and pull on things, but I've been really impressed that where I didn't actually rub it, it has stayed on.
FULL DISCLOSURE -- I work for 3M. I don't get paid to post on social media, but I am required to disclose my employment when I discuss 3M products so here's my 3M throwaway. There are other 3M and non 3M retroreflective options out there you should consider. I honestly just picked the first two products on Amazon that showed up on my Google search (and to be fair, my Google search probably knows I sometimes look for 3M products).
[EDIT] One more note -- using IR is really weird in this application. Retroreflective material will shoot light back at the source, so it'll flash brightly whether you're using IR or visible light. Honestly, unless you're being chased by zombies, I'd just use a bright flashlight to look for things tagged with retroreflective material. If you don't have a ridiculously powerful flashlight powered by lithium ion cells, go over to /r/flashlight and they'll sort you out.

Duct Strap, Hanger Strap, Plumbers tape. It goes by many names, but roughly the same thing. You can get it in plastic or metal for pretty cheap. I always have a roll or two on hand.

EDIT I do ride with front and rear lights. I also ride a motorcycle and know it's extremely essential to be seen.

It fucks up the aesthetics, adds weight and anything screwed on can rattle or come off. Especially when you ride a road bike with high tyre pressure on cobblestones.
That's why I replaced my reflectors with reflective tape. Especially the 3M foil is more visible than the typical plastic reflectors.
Practically no weight, won't come off and doesn't look as messy. There's even tape that's black in diffuse light. However, the reflection angle of that is very narrow. So it's a questionable compromise.
It is super reflective! It lights up like crazy under headlights. I ride with a backpack covered in MOLLE loops and wrap the tape around all of them, so from behind I am blinding.

I've seen it be used on chains in places like national parks and recreational areas.

I have some of the cheep 36" 3m tape (in white) and shining a light on it in a dark garage it definitely helps, has held up great though mud/rain.
The DOT certified tape is probably better (same stuff you see on semi-trailers). Looks like it has bigger hex reflector pattern.
Bondage tape is correct, but it's
moreless commonly known as dry vinyl tape. The stuff labeled as bondage tape usually has a bit of a mark up on the price.To divide the area between my porch and my neighbor's porch I installed a plant trellis.
Basically, using cheap emt conduit a few connectors, and nylon trellis, I was able to construct a trellis that plants could easily grow on. I grow hops, peas, and achocha on it. It doesn't create total privacy, but it allows me to grow some useful edibles for 2/3rds of the year. The plants are grown in large pots (20 gallon). I secured the whole trellis to rails using plumbers tape and a couple screws and bolts.
The trellis system is cheap, the potted plants, pots, and soil is where it will get expensive. So, if you want to invest in gardening or growing your own food, this is a good start.
You can look like an asshole too, even if you're not rich!
I do a lot of dog sitting and one of the best solutions I've seen is anti-slip tape to put at the edge of each step.

The past two years I've tried LEDs taped to discs and glow tape. The LEDs were highly visible, but if they got wet they would die prematurely. Or, they would go flying off when you hit a tree. The glow tape I used was really bright too, however, it was very difficult to remove from the disc. Very tedious if you want to play tournaments with the same discs you throw for glow. Plus it would erase the foil off the disc.
This year I've been slowing stocking up glow versions of my favorite discs. I also bought the Slinger bag and a 3 foot battery powered UV strip. I plan to line the bag with the uv strip and just keep my glow discs in the bag.

I did exactly this for my Clownshoes and snowcats. Using tape just like this: http://www.amazon.com/dp/B00ICWRLGE/ 2" wide just baaarely fits in the Clownshoes. Had to trim the width down for the snowcats.
I got 15ft per bike with maybe 2 feet leftover each. The local fire/safety store sells the stuff by the foot and it came in blue, yellow, red, alternating red/white and of course, white.
It does not stretch.
You can buy rolls of that police tape.
Those tricks still look hard as hell to do, and rather creative. :]

As someone with bunk beds and young kids, I recommend you put some anti-slip grip tape on that ladder. Especially with a 3 year old using it. One of my kids slipped on a smooth ladder like that and smashed his face on a rung, require a midnight trip to the ER and stitches inside his mouth. Lots of blood... it was a horrible night.
Also, make sure the kids can't remove the ladder.
I do not think leds are practical for sockets. I'v used glow in the dark paint (search term: photoluminescent) on various things. I had to buy the expensive stuff you probably won't find in stores, and the bottles are bright enough to navigate a messy room or even read by. I could imagine a small groove near the base of the socket fitted with a plastic glow ring.
I'm thinking the most reasonable product would be a thin strip of Micro Prismatic Reflective tape sold to customers who apply it to their own sockets. 3m makes some of the highest rated on amazon and I'm guessing you could find a durable tape with a strong adhesive.
You would have to have a flashlight, which I'm guessing someone who would need a solution to this problem is going to have. It would be about as bright as a white reflective traffic sign, but I think the 3m stuff is brighter.
The benefits would be no need for expensive design/manufacturing, customers who prefer high end snap-on stuff or others with harbor freight can both use them and you don't have to worry about precision manufacturing. Its a simple and inexpensive product, easy to package and market. You could also sell as multi purpose to put on tools and whatever else people drop in the dark. Just wanna make it possible to apply the tape without covering the size markings on the socket.
That being said the very brightest glow in the dark stuff is really cool I'v put on everything. I painted the back of my laptop so when the lights are of there's a little design on it. Put some on flashlights so i can find them in the dark. Fully charged it is about as bright as a glow stick. You can get various colors but due to some kinda limitation green can be made quite a bit brighter than other colors and lasts longer also (technically 24 hr. but probably only several hours being pretty bright).
Ohh, if anyone buys some from the link I just gave you ya might wanna get the oil or solvent based paints depending on what you will use it for. The water based dries a little rubbery and needs a certain type of surface to stick well (no smooth metal). You could get the pure pigment (it's like fairy dust) and mix it with clear high strenth glue (i think many epoxys absorb UV so they may not work well). Also applying fingernail polish or a clear gloss on top will protect it and smooth out the surface, the brightest pigments use larger (crystals?) and almost feels like sand mixed with paint.

Used a long marker, and angled it in maybe 20 degrees. Traced everything, then used a utility knife with a fresh blade and cut straight down. Peeled the majority of the material back with my fingers, Kaizen foam has layers you can peel back, but it won't come out in that layer perfectly clean. Test fit everything, cut away more where needed, in small increments because I wanted it super clean looking. Once I got the outline exactly how I wanted it, took a dremel with an abrasive stone head, and pointed it straight down and used it to clean up the lumpy, messy, bottom. Even punching straight down to remove material (especially for the magazine slots this was necessary) it was very effective. Just had to be careful with it, and it worked like a charm! Cleaned up the corners with some careful exacto knife work.

I've attached these to my frame and helmet, they've lasted through 2 heavy winters. I found a 1cm wide section wraps almost perfectly around most spokes and is visible from a good distance. If you're creative you can trace designs onto it and cut them out with an x-acto knife.

You could always make shadowed socket holders out of Kaizen foam and place the sockets exactly where you want them. You can use a hot knife, long thin razor knife and/or a hole saw kit to make cut-outs for your sockets.
A wood burning kit like THIS works great on the foam for making finger grip holes and for cleaning up the bottoms of shadowed spots that are less than the thickness of the foam.
FastCap's long nose permanent markers are great for marking out the patterns of your sockets or other tools for you to cut on.
