Also the only people who were right in thinking amiibo would be worth more than 12.99 was toys r us.
The dark days ended late last year. He's normal price now, more or less. NA ones are a little pricier but unless you're a hardcore in-box collector it doesn't matter where it comes from.

Wii U Virtual Console - Too many good old-school games to list.
Wii Virtual Console - Tons and tons of good old-school games. It's not quite as convenient as the Wii U virtual console, because you have to go into Wii mode to play them and you can't play them with the Wii U gamepad, but the selection on the Wii's Virtual Console is far, far better than on the Wii U, and at the rate Nintendo is adding games to the Wii U Virtual Console, it looks like it'll probably stay that way for a long time. Keep in mind that if Nintendo adds a game to the Wii U Virtual Console that you already have on the Wii Virtual Console, they'll give you a discount on it to entice you to upgrade, so don't hold off just because you're hoping the game you want will come to the Wii U Virtual Console if it's already on the Wii Virtual Console.
Edit: Well, damn. Today Nintendo announced what is kinda' a game-changer - they're releasing Wii games directly for download on the Wii U's eShop for $20 each ($10 each on the week they're first released). The first game, Super Mario Galaxy 2, is out now, and the next two games will be Metroid Prime Trilogy and Punch-Out!!
All three of those games are extremely good, and have been selling for far more than the asking price (Metroid Prime Trilogy was $60-100 used before this news). If you're looking for cheap Wii U games and never got these titles on the Wii, Nintendo has just dropped the gauntlet with a deal you can't refuse.
Unfortunately, Mabel went the opposite direction and she's just under $6 :(

It took Nintendo an entire year to restock Villager, but it finally happened. So it could be restocked soon, or a very long time from now. You can look on Amazon US as well. I've seen a few sellers with decent prices especially if you have prime. 2 nights ago there was a JP villager shipped from the U.S. for $25. Meta Knight is $30 shipped now from the U.S.
If you're able to get them in stores I'd say try there first. If you want to buy imports check on the ones that you want because you may get lucky. Villager is hovering around $60 though so I'd pass in getting him from there. If you can't find them try looking for the alternate names.

From that perspective, you are much better off with a Wii U. The benefit of being behind the curve a little bit is that everything has its price reduced. You should look into the NIntendo Selects line of games. These are popular, best sellers that were popular enough to have a second release, but the second time around they only cost $19.99 or less instead of $50 or $60. Not every game is available as a Nintendo Select, but many of the good ones are.
I recently bought a refurbished Wii U that didn't come with any games. Then, I bought Super Mario 3D World for cheap. You mentioned Wind Waker, and it is available as a Nintendo Select. So is Donkey Kong Country: Tropical Freeze. I believe that all of these games were originally $50-$60.
I don't think Yoshi's Woolly World is, but it is at least available a little cheaper and with an included Amiibo. I haven't been able to find Mario Kart for very cheap, though.
Your previous comments made it sound like you wouldn’t buy the game at all just because it’s not available digitally, despite the fact that you can still get DKCTF for $30 CAD.. If the price is the only thing keeping you from buying the game, that’s obviously a non-issue.

I'm going to be moving out of my parents house soon as they are PCSing next summer and I can't go with them, and I won't be able to take their Wii U with me. I've put a lot into DLC for Smash 4 and a few other games, and I've dedicated a good chunk of my last year to Sm4sh, but I don't have the money for one right now due to car payments and college debt and insurance and the like, and if I don't get one within this year I won't ever get one because I won't be able to transfer my saves and DLC data. Any of the bundles on Amazon would be good, but this one would be best because it includes two games so you get more for less.

The thing is, anyone is able to do this. Most of the rare amiibo I've acquired I've gotten from just watching online retailers or by keeping an eye on stock trackers and heading over when they're in stock.
Plus, this is significant less relevant than 10-20 years ago, where I would be more inclined to agree with you. Now anyone with a bit of persistence can just sit at home and buy them. Since nearly every online retailer has limited orders to 2-3 of any given amiibo, this levels the playing field significantly.
